Senior Digital Transformation Consultant (Government IT Agency)

Opportunity Overview

We are urgently seeking a highly experienced and strategic Senior Digital Transformation Consultant to lead a critical Managed Services engagement with a prominent Government Information Technology Agency in Riyadh, Saudi Arabia.

This is an immediate requirement. This role requires deep expertise in digital governance, operating model design, and program management within a high-stakes government environment.

Project Summary

This Managed Services engagement is focused on establishing, strengthening, and operating the capabilities of the client's Digital Transformation Department. The primary goal is to significantly enhance service delivery, align all digital initiatives with national digital government standards, and ensure full compliance with the Digital Government Authority (DGA) requirements.

Key Responsibilities & Scope of Work

The role is structured around two main tracks :

Track One : Activation and Operating Model Enablement

Operating Model Design & Activation : Lead the development, formalization, and continuous maintenance of the Digital Transformation Department’s organizational and operational frameworks (operating model).

Methodology Implementation : Provide hands‑on guidance, training, and ongoing support services to the agency's staff to ensure effective adoption and application of the approved transformation methodology.

Capacity Building : Enable the long‑term sustainability and maturity of the internal digital transformation function.

Track Two : Analysis and Specialized Support

Performance Management : Deliver comprehensive reporting and performance tracking services, including progress updates, risk assessments, and proactive escalation management.

Service Enhancement : Support the implementation and continuous improvement of electronic applications and services to measurably enhance the beneficiary experience.

Compliance & Alignment : Ensure internal operations achieve and maintain full compliance with Digital Government Authority (DGA) requirements and national digital government initiatives.

Strategic Problem Solving : Conduct root cause analyses for key operational challenges and design effective corrective action plans.

Improvement Initiatives : Actively contribute to strategic workshops, performance reviews, and continuous improvement programs.

Key Deliverables

Successfully Activate and continuously update the Digital Transformation operating model.

Deliver regular, high-quality reporting on department performance, risks, and progress against strategic goals.

Provide sustainable managed support services to ensure the long‑term health and maturity of the digital transformation function.

Candidate Profile (Required Skills & Experience)

Senior Consultancy Experience: Proven track record as a Senior Consultant, ideally within a major consulting firm, successfully delivering large-scale Digital Transformation projects within the Saudi Arabian government or public sector.

Digital Governance & DGA: In‑depth knowledge of Saudi national digital government initiatives and mandatory compliance requirements of the Digital Government Authority (DGA).

Operating Model Design: Extensive experience in designing, implementing, and maintaining operating models, organizational structures, and governance frameworks for new or evolving departments.

Program Management: Applied expertise in program and project management best practices to achieve strategic objectives.

Analytical Rigor: Strong capability in conducting root cause analysis, gap assessments, and developing strategic corrective action plans.

Location: Must be willing and able to be based in Riyadh, Saudi Arabia for the duration of the engagement.
