The Instrumentation & Control (I&C) Engineer is responsible for providing technical expertise, design assurance, and project support in the development, integration, and commissioning of control and instrumentation systems for offshore wellhead platforms (WHPs). The role involves coordination across multidisciplinary engineering teams, ensuring that all I&C systems are designed, installed, and commissioned in compliance with project specifications, international standards, and safety requirements. From a PMC or Operator perspective, the role ensures contractor deliverables meet functional and operational expectations throughout all project phases.

Key Responsibilities
  • Act as the primary I&C technical authority for the offshore wellhead platform project from design through commissioning.
  • Review and approve EPC contractor design deliverables, including instrument index, datasheets, cause & effect diagrams, and I/O lists.
  • Ensure all I&C designs meet project specifications, ISA/IEC standards, and safety integrity level (SIL) requirements.
  • Coordinate and verify system integration between process control systems (PCS), safety instrumented systems (SIS), and emergency shutdown systems (ESD).
  • Participate in technical reviews (HAZOP, LOPA, SIL, FAT, SAT) to ensure all safety and control functions are validated and compliant.
  • Develop and review control philosophies, logic diagrams, and functional design specifications (FDS).
  • Oversee configuration and integration of PLC, DCS, and SCADA systems, ensuring compatibility with top side and subsea systems.
  • Ensure correct specification and installation of field instrumentation (pressure, temperature, flow, level transmitters, and control valves).
  • Verify compliance with hazardous area classifications (Ex-d, Ex-e, Ex-i) and ensure instrumentation suitability for offshore environments.
  • Coordinate with electrical, mechanical, and process teams for interface management of control systems.
  • Review vendor documentation for control panels, marshalling cabinets, and junction boxes.
  • Support commissioning, loop checking, and functional testing of I&C systems offshore.
  • Ensure cybersecurity and network architecture for control systems meet corporate and project requirements.
  • Provide technical guidance to the operations team for the transition from commissioning to production handover.
  • Prepare punch lists, review NCRs, and ensure corrective actions are implemented in compliance with quality and HSE requirements.
Technical Competencies
  • Comprehensive knowledge of control system architectures (DCS, PLC, SCADA, SIS, FGS).
  • Proficiency with international standards: ISA, IEC 61508/61511, API RP 14C, and ATEX/IECEx.
  • Strong understanding of field instrumentation selection, installation, and calibration for offshore service.
  • Experience in control logic programming, communication protocols (Modbus, Profibus, Ethernet/IP), and system integration.
  • Familiarity with control system cybersecurity practices and network segregation (e.g., DMZ, firewalls).
  • Understanding hazardous area classification and instrumentation protection techniques.
  • Knowledge of process safety lifecycle and SIL verification methodologies.
  • Ability to interpret P&IDs, loop diagrams, cable schedules, and instrument hook-up drawings.
HSE Responsibilities
  • Ensure all I&C design and offshore installation activities comply with project HSE management systems.
  • Identify and mitigate risks related to instrumentation installation, control systems energization, and commissioning.
  • Promote safe working practices and ensure all work is carried out with a focus on safety, quality, and operational integrity.

Qualifications, Experience, Knowledge and Skills
  • Bachelor's degree in Instrumentation, Electrical, Electronics, or Control Engineering.
  • Minimum 10 years of experience in instrumentation and control engineering within offshore oil & gas projects.
  • At least 5 years of experience in a PMC or Operator role reviewing EPC contractor deliverables.
  • Proven experience with offshore wellhead or production platform automation systems.
  • Hands‑on knowledge of major DCS/PLC systems (Honeywell, Siemens, Yokogawa, ABB, Emerson, or Schneider).
  • Experience with SIL studies, alarm management, and control system integration testing.
  • Valid offshore survival (BOSIET/FOET) and medical certification preferred.
