Instrumentation and Functional Safety Technical Authority (TA)
Job Title: I&FS Technical Authority (TA)
Location: The Forties Pipeline System (FPS) in Grangemouth, serving the North Sea with a capacity of over one million barrels per day, transporting crude oil and NGLs from offshore fields to the Kinneil terminal, and processing associated gas and LPG.
Job Purpose: The Engineering Assurance (EA) Function ensures consistent engineering activities across FPS. The TA will be responsible for establishing and maintaining I&PS standards, practices, and procedures, and developing the FPS Functional Safety Management System (FSMS) in compliance with BS EN 61511.
Principle Accountabilities:
- Act as the single point of accountability for standards and processes related to instrumentation and protective systems.
- Develop and own the FSMS in accordance with EN 61511.
- Provide engineering resource and assurance to projects, including review of external documentation.
- Arbitrate all technical issues related to I&PS discipline.
- Manage discipline processes like FSA and SIS overrides.
- Carry out and approve SIF reliability calculations.
- Lead discipline capability development, focusing on best practices and lessons learned.
- Review and approve deviations from standards.
- Respond to technical queries.
- Define and assure I&PS competency requirements.
- Review and approve MOCs.
- Support incident investigations with expertise.
- Identify opportunities for I&PS improvements.
- Contribute to risk assessments and define risk reduction actions.
- Manage relevant contracts and conduct contractor audits.
- Advise on maintenance and spares strategy.
- Ensure compliance with INEOS Group Guidance Notes, including IGGN 20 for SIS/SIL.
- Participate in safety reviews, risk assessments, and investigations.
- Support maintenance routines and fault investigations.
- Monitor safety and technical implications of maintenance backlogs.
- Develop training materials and manage instrumentation maintenance strategies.
- Review deferral requests for maintenance activities.
- Participate in incident management teams as needed.
- Adhere to INEOS 20 Principles for Safety.
Qualifications and Technical Experience:
- Degree in Instrumentation Engineering or equivalent.
- Chartered Engineer status.
- Extensive experience with Instrumentation and SIS.
- Experience in Oil & Gas, Refining, or Chemical industries.
- Knowledge of IEC 61511 and relevant UK standards.
