Job summary

Location: 36 Orchard Street, Lincoln, Lincolnshire, LN11XX
Hours: 37 per week
Start Date: 5 January 2026
Duration: 11 months
Pay Rates: PAYE £18.35 per hour

About the Client

Lincolnshire County Council’s Waste Services team is responsible for delivering safe, efficient, and compliant waste infrastructure across the county. The service manages Waste Transfer Stations, Household Waste Recycling Centres, and closed landfills, ensuring compliance with Health and Safety Regulations and Environment Agency requirements.

The Role

We are recruiting a Waste Delivery Project Assistant to provide maternity cover within the Waste Infrastructure & Operations team. This varied role involves both office-based and site work across Lincolnshire.

You will support the delivery of waste infrastructure projects, including construction and maintenance of facilities such as Household Waste Recycling Centres, Waste Transfer Stations, and Anaerobic Digestion Plants. The role requires strong project management skills, technical knowledge, and the ability to ensure compliance with statutory regulations.

Key Responsibilities
  • Assist in the delivery of waste infrastructure projects, including design, procurement, and supervision.
  • Identify maintenance issues and develop strategic asset management plans.
  • Manage budgets of up to £1m for waste site maintenance.
  • Supervise capital construction sites under NEC3/4 contracts and provide progress updates.
  • Produce planning applications and engineering designs for waste facilities.
  • Carry out safety and condition inspections across multiple sites.
  • Ensure compliance with Construction (Design and Management) Regulations 2015.
  • Liaise with internal teams, district partners, and external consultants to deliver seamless waste services.
  • Prepare drainage and flood risk assessments using Windes IT package.
  • Produce engineering drawings using AutoCAD.
  • Assess tenders, appoint contractors, and oversee works.
  • Provide legal representation in accident claims related to HWRCs if required.
  • Be available for out-of-hours emergencies at waste facilities.
Candidate Requirements
  • Qualified to IEng/EngTech level in Civil Engineering or equivalent.
  • Member of the Institution of Civil Engineers or similar technical institution (desirable).
  • Minimum 3 years’ experience in safety inspections, project delivery, and maintenance projects.
  • Experience in capital project development, contract management, and partnership working.
  • Skilled in AutoCAD and Windes Drainage Design IT packages.
  • Knowledge of NEC3/4 contracts and Town & Country Planning Act applications.
  • Strong design and engineering skills with applied knowledge of relevant standards (Eurocodes, DMRB, SuDS Manual, etc.).
  • Ability to manage budgets, supervise contractors, and deliver projects to high standards.
  • Full driving licence and access to a vehicle (mileage paid at HMRC rates).
