Program Summary

KBR will sustain the operational well-being of U.S. armed forces at Morón Air Base (Spain), Incirlik Air Base, Izmir Air Station, and various facilities in Turkey. Our services encompass program management, civil engineering, morale and recreation support, postal operations, safety services, logistics, and more. With a five-year base period and three one-year options, KBR ensures these bases operate smoothly, allowing deployed personnel to focus on mission execution.

Job Summary

Seeking a skilled Quality Manager whose technical expertise and knowledge of ISO 9001:2015 quality management systems will support the USAFE-AFAFRICA Base Operations Support (UA-BOS) Quality Program and its mission. The candidate will optimize project execution by ensuring services meet the established quality standards, including reliability, usability, and performance.

Roles and Responsibilities
  • Coordinates the activities of quality control personnel and equipment specialists who are performing a wide variety of Air Force logistics management/maintenance process improvement activities.
  • Ensures SOW compliance and the proper management of the reports and related operations.
  • Maintains an ISO compliant Quality Management System.
  • Determines program objectives and implements quality management policies, processes, and procedures to ensure on‑going compliance with program objectives.
  • Monitors and evaluates all logistics and maintenance operations to prevent defects/errors and to verify adherence to quality plans and SOW requirements.
  • Extracts, analyzes, and prepares maintenance summaries and charts from generated maintenance management reports.
  • Analyzes and investigates adverse quality trends or conditions and initiates corrective actions.
  • Develops and maintains a strong, effective relationship with customers, acting as primary interface between customer and daily program operations/administration.
  • Establish and use the principles of Six Sigma and Lean to lend discipline to discovering root causes, corrective actions, and final resolution.
  • Evaluates changes in work operations and processes to improve operation efficiencies.
  • Extracts, analyzes, and prepares maintenance summaries and charts from generated maintenance management reports.
  • Advises senior management on principles and techniques of maintenance, maintenance management, and quality assurance.
  • Directs the management, integration and coordination of quality efforts as it relates to a logistics management/maintenance program.
  • Coordinates with other supervisors to ascertain compatibility of procedures among various organizations or branches engaged in logistic/supply support activities and to ensure a close integration of operations.
  • Coordinates the work assignment of personnel assigned to the maintenance management office to obtain optimal use of equipment, facilities, and personnel.
  • Recommends or initiates personnel actions, such as promotions, transfers, discharges, and disciplinary actions.
  • Trains new workers.
  • Ensures compliance with administrative policies, procedures, and governmental regulations.
  • Ensures employees adhere to all administrative policies, procedures, governmental regulations, and safety requirements.
  • Maintain a Quality Management System compliant with the current ISO 9001 standard.
  • Manage the quality management program and improve the customer journey by developing and employing quality oversight techniques, quality training, statistical methods, assessments, and other quality tools.
  • Coach, mentor, and develop Quality team members.
  • Ensure work condition requirements are met by leading audit/inspection reports and making recommendations/presentations to leadership for corrective/preventive and continuous improvement actions.
  • Develop and lead the implementation of performance evaluation and prediction methods to improve product systems and services' safety, reliability, and maintainability.
  • Assess and validate required standards for project execution contractually while verifying that standards are met for every deliverable.
  • Align quality management function with product/service performance needs to ensure that product/service lines deliver value to customers.
  • Facilitate, analyze, and solve complex problems using business improvement and value-added practices.
  • Use experience and problem‑solving skills to develop and improve processes while mentoring Quality and Project team members.
  • Guide less experienced team members across all levels of the project, as needed.
Basic Qualifications
  • US Citizen.
  • Possess passport book (not passport card) with at least 6 months of remaining validity AND 6 blank visa/stamp pages remaining.
  • Possess a NACI clearance or ability to obtain one.
  • Bachelor's degree with a major study in Logistics, Maintenance, Business, or Quality Assurance or equivalent work experience.
  • 5+ years of quality supervisor/manager experience (industry‑specific experience is a plus).
  • 5 years’ experience performing quality control in an industrial environment.
  • 3 years’ experience in administrative, professional, analytical or other work related to ISO 9001/14001 programs or operations is also required.
  • Certifications are an advantage, including ASQ, Lean and Six Sigma, Project Management, etc.
  • Experience with the development and implementation of corrective and preventive action, audit, and continuous improvement programs.
  • In-depth knowledge of tools, concepts, and methodologies of Quality and Project Management.
  • In-depth knowledge of Microsoft Office Suite (PowerPoint, Excel, Word, Visio, SharePoint).
  • Excellent written and verbal presentation skills.
  • Familiarity with FAR.
Preferred Qualifications
  • Certifications such as ASQ, Lean Six Sigma, or Project Management.
  • Experience with the development and implementation of corrective and preventive action, audit, and continuous improvement programs.
  • In-depth knowledge of quality and project management tools, concepts, and methodologies.
  • Proven ability to lead and mentor teams in a fast‑paced, dynamic environment.
