The project

Ferrovial Construction has been working at Heathrow Airport for over 10 years delivering some of the most complex infrastructure projects to high quality, safety and environmental standards. We have focused on design and build projects with a mix of contractual arrangements. This has enabled us to refine our management procedures in response to Heathrow’s Employers Requirements and Ferrovial Construction own internal management systems.

Since joining Heathrow’s framework in 2014, Ferrovial Construction has delivered a variety of airside and landside projects across the whole airport. For example, we have delivered new taxiways and rehabilitated existing taxiways and the southern runway. We have also redeveloped sterile and grass areas and replaced critical assets, such as fire main, fuel main and HV ducts. We are currently working alongside Heathrow to rehabilitate assets with expired design life’s and plan for a future runway resurfacing project. We are constantly designing and planning our works around critical assets and engaging with different key stakeholders in order to deliver Heathrow value for money.

The Role

Reporting to one of the Senior Project managers, to coordinate temporary works across all of the areas of operations, to ensure safety and compliance in all of the projects being delivered on site.

Responsibilities :
  • Has overall responsibility for TW coordination for the project or the specific area appointed to.
  • Responsible for providing and receiving information from all other TWC’s on the project.
  • Responsible for ensuring the TW design is implemented in accordance with the relevant construction issue drawings and specification.
  • The PTWC shall recognise that the role of TWC overrides other responsibilities they may have.
  • To raise with PM any commercial pressures or other issues not resolvable at site level.
  • To ensure that adequate checks have been completed to confirm the proposed temporary works have no adverse effect on the permanent works.
  • Has authority to carry out their tasks including authority to stop the work if it is not being carried out satisfactorily.
  • Is responsible for ensuring the provision of formal permission to load or progress beyond the hold point.
  • Responsible for implementing the project temporary works procedures on site as well as co-ordinate other contractor procedures and checking they are being implemented.
  • Ensure that a temporary works register (Main register) is established and maintained using OH&S(UK&IRE)-CF-01-05 Temporary Works Register or similar.
  • Where Contractor TWC’s maintain their own temporary works register that a copy is supplied to the PTWC for review and inclusion within the Main Temporary Works Register.
  • Point of contact for the provision and receiving of relevant information from the client, principal designer, temporary works and permanent works designer, the site team and any TWC, where appointed, for all temporary works matters.
  • Ensure that a design brief is prepared with consultation within the project team in accordance with BS5975 using OH&S(UK&IRE)-CF-01-07 Temporary Works Design Brief Template or similar, and that it is both adequate and in accordance with the actual situation on site.
  • Ensure that any other temporary works in the vicinity are referenced in the design brief.
  • Ensure that any residual risks, identified at the design stage, assumed methods of constructions or loading constraints identified by the Permanent Works Designer (PWD) are included in the design brief.
  • Ensure that the design brief is issued to the TWD for a satisfactory temporary works design to be carried out.
  • Ensure that a design check is carried out by someone who was not involved in the original design.
  • Where appropriate, ensure that information on the certified temporary works design is made available to other interested parties, e.g. the principal designer and / or the designer of the permanent works.
  • Register or record the drawings, calculations and other relevant documents relating to the final design.
  • Ensure that the relevant client and / or third-party approvals, required by the contract, have been received.
  • Ensure on-site supervision receive all the details of the design, any residual risks, including any limitations and guidance notes associated with it and ensure that a specific method statement is prepared.
  • Ensure that an inspection and test plan is prepared, along with an appropriate quality control check list(s), based on the temporary works design output, is used to verify that the temporary works have been constructed in accordance with the certified design.
  • Ensure that any proposed changes in materials or construction are checked against the original design and appropriate action taken.
  • Ensure that checks, inspections and tests are made at appropriate stages.
  • Advise the designer of any changes or modifications to the scheme or differences from the envisaged conditions.
  • In the event that any inspections undertaken reveal discrepancies between the certified and constructed temporary works, prevent loading (or unloading) until the discrepancies have been rectified to their satisfaction.
  • Ensure a permit to load or proceed (bring into use) is issued after a final check, which is satisfactory. Where necessary, ensure that loadings from TWs which may affect the permanent works are accepted by the Permanent Works Designers.
  • Ensure that all certificates / TW Permits are uniquely numbered via template OH&S(UK&IRE)-CF-01-02 Temporary Works Permit or similar.
  • Ensure that during use of the temporary works all appropriate maintenance is carried out.
  • Ensure a permit to unload or proceed (take out of use) the temporary works is issued, when it has been confirmed that the permanent structure has attained adequate strength and / or stability via OH&S(UK&IRE)-CF-01-02 Temporary Works Permit or similar.
  • Ensure that a documented safe system of work is in place and implemented for the dismantling of any temporary works.
  • Ensure that any relevant information for the health and safety file is transmitted to the principal designer.
  • Shall review all contractors’ procedures for the management of temporary works, either accepting or rejecting them.
