Job description

Sanctuary Personnel, an innovative and committed recruitment agency has a new permanent position available for a Team Manager within the Fostering Team to work Full Time for Reconnect, based in Wrexham.

The salary for this permanent Team Manager job is up to £70,000 per annum.

  • Lead and manage the operational delivery of foster carer recruitment, assessment and liaison with multiple stakeholders and partners across the UK.
  • Work closely with local authorities and other partners to shape and enhance their in‑house fostering offer to improve recruitment and volume of approved foster carers.
  • Contribute to service‑wide planning, development, and implementation of Reconnect’s programme model.
  • Monitor key performance indicators and service outputs.
  • Track and manage recruitment, assessment and approvals to ensure they are in line with expectations and contractual agreements.
  • Implement consistently high standards across a newly formed team and ensure that new processes are effectively embedded to give potential foster carers a first‑class service from enquiry through to approval and smooth transition from Reconnect to the Local Authority.
  • Responsible for leading and managing the Foster Carer recruitment and assessment activity across Reconnect, developing and implementing strategies to attract suitable candidates, ensuring compliance with relevant legislation and standards, and overseeing assessment of prospective foster carers.
  • Lead quality assurance processes, internal reviews and service audits.
  • Overall responsibility for ensuring applicants recommended for approval can fully meet or exceed National Fostering Standards.
  • Identify and respond to emerging trends, local needs and policy changes.
  • Ensure all services operate in compliance with statutory frameworks, Reconnect’s policies and safeguarding best practice.
  • Oversee and support Reconnect staff and partners in managing risk and delivering safe, ethical services.
  • Prepare and present regular reports to senior management regarding compliance performance, risk assessments and programme KPIs, along with actions taken to address concerns, risks or under‑performance.
  • Develop integrated plans in collaboration with health education, housing and other partners when overseeing the matching of children and young people to new foster carers.
  • Build strong professional networks to support multi‑agency safeguarding plans and effective wrap‑around support.
  • Proactively develop new and existing long‑term relationships with designated clients, candidates and other stakeholder groups to understand their needs and facilitate timely payments.
  • Provide leadership and management to a broad team, including workflow and day‑to‑day operations.
  • Initiate, develop and monitor effective performance management processes.
  • Carry out any other reasonable duties as requested.
Requirements
  • A social work qualification or equivalent.
  • Understanding of relevant legislation.
  • Registered or eligible for registration.
  • Evidence of continued professional development in leadership, supervision or trauma‑informed practice.
