Full time hours on a temporary basis
Lead health & safety specialist for all matters relating to the highway service, ensuring all measures are considered and actions undertaken to manage risks arising from the service’s activities.
Resource manage staff to ensure compliance with health & safety procedures while promoting a positive health & safety culture.
Liaise with other StreetCare services to ensure consistency of health and safety practices across the division and provide additional resources when necessary.
Act as a competent person as required by regulation 7 of the Management of Health & Safety at Work Regulations 1999.
Engage at all levels to lead on the development of service policy and procedures, set priorities, support implementation, monitor health & safety performance, and intervene where necessary to ensure statutory requirements are met and good standards are achieved.
Build a business case for required interventions, identifying resource and budget requirements, and monitoring agreed resource and budget.
Adhere to corporate health & safety policies, including reporting requirements.
Be a critical expert member of the project team for the CRSTS Highways project, ensuring documentation is developed and kept up-to-date.
Policy: Work with project and operational teams to proactively identify needs to develop policies and procedures, set priorities, and develop service-specific health & safety management plans.
Operational Support: Provide expert health & safety advice, implement policy, manage risk, identify trends in noncompliance, and elevate appropriately. Support line managers in managing incidents and their consequences.
Monitoring: Monitor health & safety performance, analyse trends, recommend corrective actions, and set priorities for health & safety improvement. Escalate non-compliance concerns appropriately.
Liaison: Work closely with the Corporate Health & Safety Team and external parties such as enforcement agencies, partner organizations, contractors, managers, local councillors, the general public, employees, and employee representatives, including Trade Unions.
