Role Overview

Thrive Homes is seeking a highly capable Senior Contract Surveyor to step into a newly created role that combines strategic contract management with hands‑on surveying. This role was introduced to strengthen oversight of contractor performance, budget control and compliance across our responsive and planned maintenance services, making it an ideal next step for an experienced Contract Manager or Senior Surveyor with a strong commercial and operational background.

As a high‑impact role at the core of our Property Services team, you’ll be responsible for supplier relationships, contract performance and ensuring works are delivered in line with KPIs and procurement frameworks while guaranteeing quality and compliance.

Key Responsibilities
  • Lead the commercial and contractual performance of repairs and maintenance contractors, including regular budget reviews and cost scrutiny.
  • Manage the end‑to‑end delivery of client‑side repairs from scoping and procurement through to completion and sign‑off, ensuring full compliance with frameworks, policies and procedures.
  • Review contractor cost applications and ensure financial control of projects in line with agreed budgetary limits.
  • Ensure service delivery meets all legal health and safety and quality requirements, including CDM, HHSRS and Decent Homes standards.
  • Monitor performance against contract KPIs using data to drive improvements and resolve underperformance.
  • Build strong supplier relationships and chair regular contract meetings to review delivery, agree changes and plan future works.
  • Conduct on‑site inspections to verify the quality and quantity of completed works, ensuring full compliance and customer satisfaction.
  • Support delivery of cyclical and major works programmes alongside broader maintenance operations.
  • Collaborate closely with colleagues across Property Services to ensure joined‑up customer‑focused service delivery.
What We Are Looking For
  • Proven experience in a senior surveying or contract management role within housing property maintenance or construction.
  • Strong commercial awareness and ability to manage budgets, costs and contracts within public procurement frameworks.
  • Working knowledge of contract administration, supplier relationship management and contractor performance oversight.
  • Up‑to‑date understanding of health and safety legislation, building compliance and statutory repair standards.
  • A BTEC, HND (or equivalent) in a construction‑related discipline.
  • Ability to communicate clearly with internal and external stakeholders using data and reporting tools to support decision‑making.
  • A full UK driving licence is essential.
