Job description

At IPS, we are global leaders in developing innovative solutions for the consulting, architecture, engineering, project controls, procurement, construction management, and CQV of technically complex facilities, primarily in the life sciences industry. We are looking for a dedicated Senior Buyer to join our EMEA Team in Birmingham, UK.

This position will report directly to the Head of Procurement, UK/EMEA Lead Procurement.

In this role, you will be responsible for the end-to-end management of the procurement cycle for your assigned packages in accordance with project-specific requirements. This is inclusive of pre-order procurement activities and post-order award management. Assigned packages will be a blend of the following IPS work streams:

  • Capital equipment (process, mechanical, electrical, automation, instrumentation, etc.)
  • Construction trade contracts
  • Professional services contracts
  • Office replaces site indirect requirements
Additional Responsibilities
  • Act as a senior representative of the procurement department to the wider IPS team and ensure that IPS’s procurement procedures are adhered to.
  • Act as a representative of IPS to clients and be a key IPS interface for client procurement on assigned projects
  • Provide project procurement support, replace advice to the wider IPS team replace clients on assigned projects
  • Involvement in project initiation, including supporting the development of the project procurement execution plan.
  • Manage the tender process for assigned packages.
  • This will entail taking a package from the point of receipt of scope through enquiry, bid evaluation, and to the point of recommendation to award.
  • Conduct detailed commercial evaluation of received supplier proposals
  • Prepare and submit Recommendation To Award packs for internal and external management approval
  • Prepare and issue Purchase Order/Contract packs
  • Conduct project reporting for both internal (IPS Project Managers) replace external clients (clients)
  • Obtain order confirmations to ensure services or materials are being scheduled per order requests.
  • Expedite orders to track timely receipt of goods or services.
  • Manage the change order process with suppliers and IPS, replace client stakeholders for assigned orders
  • Manage the invoicing process with suppliers and IPS, replace client stakeholders for assigned orders
  • Manage the order closeout process with suppliers and IPS, replace client stakeholders for assigned orders
  • Maintain Approved Supplier Program records as well as request subsequent QA related documents.
  • Provide market updates (i.e., price increases, supplier mergers/acquisitions, supplier updates, etc.) to the wider IPS team as they become apparent.
  • Research new qualified contractors and vendors as needed.
  • Evaluate existing suppliers as needed.
Qualifications & Requirements
  • 5+ years of extensive prior experience in a project procurement role.
  • Knowledge and experience of trade contracts and equipment procurement.
  • MCIPS qualification or working towards MCIPS is desirable
  • Daily use of excellent verbal and written communication in English.
  • May be required to travel for short durations periodically.
  • Experience in the end-to-end procurement process
  • Ability to work at a pace within a project-based environment.
  • Experience working in a matrix environment as part of a cross-functional project team.
  • Ability to deal with time-dependent requirements.
  • Self-motivated, organized, and an effective problem solver.
  • Sound Commercial acumen and ability to negotiate both commercial agreements and contractual Terms, replace Conditions.
  • Sound analytical proficiency with a solid understanding of commercial replace contract risk.
  • IT Literacy is essential, strong experience in MS Office, and ERP Systems.
  • Effective communicator with proven ability to effectively manage both internal replace external stakeholders.
  • Ability to work both independently replace collaboratively in line with project requirements, and work to established processes replace procedures
