Regional Manager Supply Chain, Logistics and Transport (Fleet)

An exciting opportunity has arisen within the NHS Wales Shared Services Partnership Procurement Services, Supply Chain, Logistics & Transport Team function. A vacancy is based in South Wales, specifically a Regional Manager Supply Chain, Logistics and Transport (Fleet).

To oversee the efficient and effective Fleet operations of a Supply Chain, Logistics & Transport service to NHS Customers in Wales, and manage the Organisations Supply Chain and Health Courier Service Fleet management. To contribute to the overall strategic direction of the organisation whilst adhering to the organisations ISO/Quality framework.

The combined services of Supply Chain & Health Courier Services distribute and transport some 50 million items across Wales per a year, both clinical and non-clinical in nature. On average the service sorts (via its own mail sorting hubs), delivers and collects up to 120,000 items of mail/medical notes per week, and transports over 8 million clinical movements of samples of Blood, Blood Products Pathology and Pharmacy in accordance with Transport of Dangerous Goods legislative requirements per year.

Manager CPC is deemed essential for this role and either completed in full or as a refresher, within the last 5years. If you do not possess this qualification, a willingness to work towards achieving the qualification could be considered as a developmental opportunity and would be discussed at interview.

Main duties of the job

As a senior member of the Supply Chain, Logistics & Transport Team the post holder will be responsible for supporting the Deputy Head of Supply Chain, Logistics & Transport primarily linked to Fleet management and logistical support across the existing Supply Chain & Health Courier Service functions. This is a great opportunity for somebody who likes varied work, along with a mixture of strategic and operational management.

As the Manager for the region, the post holder's role is to enable efficient and effective use of our Fleet assets by ensuring that each function within the Supply Chain, Logistics and Transport Department is suitably managed with a cohesive structure to manage integrated working maximizing opportunity wherever possible. Effectively manage the specific project timescales and deadlines which contribute to the functions business plan, to ensure targets and deliverables are successfully achieved. Supporting the Deputy Head of Supply Chain, Logistics & Transport on the local and wider business plans to ensure they reflect the organisation's annual delivery plan and strategies as set out within its IMTP.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Qualifications
  • Qualified to post graduate Diploma level or equivalent in Supply Chain, Logistics and Transport.
  • Specialist knowledge of contract law / EU legislation / Transport Governance to support Procurement Services & HCS.
  • Knowledge of NHS and government policies, and the political and economic climate within which healthcare is delivered.
  • Manager (CPC) Holder (or willingness to work towards qualification).
  • Qualified to Chartered Institute of Purchasing & Supply Professional stage or CMILT.
  • Qualified in project management, i.e. PRINCE2 or alternative methodology.
Aptitude and Abilities
  • Excellent communication skills, written and oral, articulate and robust in presenting ideas.
  • Strong influencing with significant experience / negotiating skills, a good builder of productive relationships.
  • IT Proficiency particularly in the use of word processing, spreadsheets, databases and use of the web for researching.
  • Ability to speak Welsh.
  • Familiar with integrated web based systems.
Experience
  • Proven experience of handling 'complex' operational management in a challenging environment, and within budget.
  • Experience of project managing and ability to meet deadlines, including participating and coordinating operational delivery plans , costings and purchases, in line with agreed revenue and capital projects.
  • Experience of people/staff management.
  • Demonstratable track record of obtaining savings and other business indicators.
  • Conversant with legal, compliance and probity issues.
