Job description

MWH Treatment are looking to strengthen their delivery team with a Regional Appointed Person (AP) to oversee and coordinate lifting operations across multiple construction sites within a designated region. The role ensures all lifting activities are planned, risk‑assessed, and executed safely and in compliance with relevant legislation, industry standards, and company procedures.

Key Responsibilities

Manage, review and update the MWHT lifting procedures, including all statutory paperwork and requirements and specifically

  • All lifting plant procedures cranes, towers, crawlers, mobiles, excavators, forklifts, Hiab’s etc
  • Lift plan templates, emergency rescue procedures, schedule of common lifts, complex lift, check sheets, prestart, lifting accessories, defined lifting Personal Protective Equipment (PPE), communication, radios, hand signals etc.
  • Agree any changes with the SHEQ and Operations SLT
  • Control lifting team appointment letters, all lifting operations, directly controlled or subcontract.

Lead the regional lifting team, Appointed Persons (AP’s) Lift Supervisors, Slinger Signallers, Crane and Lifting Plant Operators etc

  • Act as the primary point of contact for all lifting operations within the region.
  • Liaise with site managers, crane supervisors, slinger/signallers, and other stakeholders to coordinate lifting operations.
  • Ensure the correct lifting teams are established across the projects.
  • Sign off and approve project appointment letters
  • Prepare, review, and approve Lift Plans (including complex and critical lifts).
  • Manage and support the team accordingly.
  • Hold regular Lifting meetings.

Standardise lifting operations and logistics across all projects, exclusion zones, loading bays, storage area, lifting gear stores and contents etc.

  • Promote and enforce safe lifting procedures in accordance with LOLER, PUWER, BS 7121, and CDM regulations.

Assist and work with the Regional Temporary Works Lead and Temporary Works Coordinator (TWC) on site.

  • Reviewing and amending the permanent work design to suit any TW lifting requirements.
  • Scope, review and TW designs, crane working platforms, access/ egress, edge projection, fall arrest/ restraint, pre-slung loads, design lifting points etc.

Carry out site visits and lifting operation audits and inspections across all projects within the framework to ensure safe practices.

  • Ensure all lifting operations are managed, supervised and implemented to a consistent high standard across.
  • Ensure all lifting equipment and accessories are properly certified and maintained.

Assist the SHEQ and Operational teams in any lifting investigation reports.

  • Fact findings, lessons learnt, review of existing procedures, agree and implement any changes.
  • Investigate lifting incidents or near misses and contribute to continuous improvement in lifting safety.

Manage all training requirements, ensure all lifting qualifications are up to date.

  • Establish a lifting team training plan, short, medium and long term.
  • External and internal resources, NVQ assessors, NPORS trainers etc
  • Provide technical support and training to site personnel involved in lifting activities.
  • Agree requirements and plans with the SHEQ and Operations SLT

Lead all lifting procurement, framework wide lifting agreements, contract lifts, hire only, (CPA), etc.

Qualifications and Experience

Vast experience in Project Management focusing on leading lifting operations across all lifting plant and accessories. Proven experience in a similar AP role on large-scale construction projects. Extensive experience in project delivery, strategic, operational and technical management skills.

Excellent oral and written communicator with the ability to work in close partnership with clients, stakeholders and end users.

CPCS Appointed Person (Lifting Operations) certification (A61 or equivalent). Management of Lifting Operations/NVQ Appointed Person for Lifting operations or similar. CITB Temporary Works Co‑ordinator Course or equivalent. IOHS Managing Safety or equivalent.

Desirable experience includes water and wastewater treatment plants, AP Lifting Operations Examiner Qualification or similar, experience with heavy or complex lifts (e.g., tower cranes, mobile cranes, tandem lifts), familiarity with digital lift planning software (e.g., CAD-based lifting plans), EUSR SHEA Water and National Water (blue) hygiene card.
