Freelance Quantity Surveyor – £30M New Build Project (Preston)

Rate: £350–£400 per day

Location: Preston, Lancashire

Start: ASAP

Contract : Freelance / Outside IR35 (subject to assessment)

We are seeking a highly capable Freelance Quantity Surveyor to commercially lead a £30M new build industrial development in Preston. This is a key role for an experienced QS who can take full ownership of the commercial function and ensure the project is delivered to budget, quality and programme.

Key Responsibilities

Lead all commercial duties on the £30M scheme from procurement through to final accounts.

Develop, maintain and present cost plans, CVRs, forecasts and monthly commercial reports.

Manage full subcontract procurement cycles: tendering, scope reviews, negotiation and contract award.

Oversee subcontractor applications, valuations, variations and payments.

Manage change control and ensure accurate commercial documentation.

Carry out regular site measurements and progress assessments.

Identify commercial risk, opportunity and value-engineering options.

Ensure compliance with JCT contract conditions and internal processes.

Work closely with the project manager, site team and senior leadership to support project delivery.

Experience Required

7+ years’ experience as a Quantity Surveyor in construction.

Proven experience commercially leading medium-to-large new build industrial projects, ideally £20M–£40M+.

Strong knowledge of industrial builds, including steel frame structures, groundworks, civils packages and M&E coordination.

Demonstrated ability to manage projects of significant value autonomously, taking ownership of all QS duties.

Excellent working knowledge of JCT Design & Build or similar forms of contract.

Strong background in procurement, cost control, reporting and final account negotiation.

Confident communicator capable of managing subcontractors, clients and stakeholders.
