Overview
As the Property Compliance and Building Safety/Risk Manager, you will play a pivotal role in supporting the Council's corporate property portfolio by delivering a comprehensive Technical Services function. Your primary responsibility is to ensure that all statutory compliance requirements are met across the estate and that buildings are free from risk, while driving an efficient compliance framework for best-practice operations of the Council's buildings. This is a hands-on, proactive role that requires versatility and a practical approach. A significant portion of your time will be spent on-site, auditing compliance and surveying mechanical and electrical systems, building fabric, and associated documentation, ensuring premises controllers manage their sites effectively while maintaining order on FM-managed sites. This role supports the Hard FM function more generally, as well as the procurement and engagement of new suppliers and partners, with experience in bringing new properties into operation from handover and acceptance to supply chain engagement and go-live mobilisation.
Responsibilities
- Ensure the Council's statutory compliance obligations are met across the corporate property estate through regular site visits, audits, and compliance and helpdesk system reviews. Monitor remedial actions and provide regular compliance reports.
- Develop, in collaboration with the Head of Facilities Management, specifications for statutory maintenance and inspection regimes to be delivered by both in-house and outsourced teams. Support the implementation of a new service model that ensures high-quality maintenance and full compliance.
- Specify, procure, and project-manage approved compliance-related works. Validate best practice, efficiency, and payback assumptions by monitoring post-installation and demonstrating financial savings.
- Support the Facilities Management team in embedding safety and best practice into all minor, major, and refurbishment projects.
- Define and manage CAFM system requirements for compliance reporting, including the development of visual dashboards and regular performance updates.
- Maintain a detailed understanding of installed assets and support the upkeep of accurate asset registers within the CAFM system; assist with the council's forward investment plan to mitigate risk by carrying out essential remediations of all medium to high-risk items.
- Ensure all work activities are risk assessed, and that corrective and preventive actions are implemented promptly and in line with relevant standards.
- Foster effective working relationships with contractors, ensuring projects are delivered on time, within budget, and to the required quality standards.
- Act as the Responsible Person for delegated areas including Water Hygiene (Legionella), Asbestos, M&E Safety, Lifts and Lifting Equipment, and Pressure Systems; provide expert advice to stakeholders and the Facilities Management team on compliance and technical services.
- Develop and implement strategies to promote compliance, share best practices, and drive continuous improvement across the estate. Liaise with internal stakeholders, including the Council's Insurance team, to ensure safety actions are integrated into urgent works, maintenance, upgrades, and capital projects.
- Build and maintain strong relationships with Planning and Building Control teams, consultants, contractors, the HSE, and other regulatory bodies to support safe and efficient service delivery.
- Commit to ongoing professional development to maintain the knowledge and skills required for this critical role.
- Carry out all Ad hoc duties as required by this post from requests from the Head of Facilities Management and senior management.
Knowledge & Skills
- You are qualified to at least degree level in a Mechanical or Electrical (M&E) discipline or have equivalent experience.
- Either own or be working towards chartered recognisable professional bodies such as the Chartered Institute of Building Services Engineers (CIBSE), Chartered Institute of Buildings (CIOB), Institute of Occupational Safety and Health (IOSH), International Institute of Risk & Safety Management (IIRSM).
- Ideally, you come from a time-served apprenticeship or have a strong operational M&E background, and you hold a qualification in IOSH Managing Safely or equivalent.
- You have proven experience in project specification and management, with a solid understanding of financial planning, particularly in relation to energy usage and payback calculations.
- You are comfortable using CAFM and other compliance software and tools to support data-driven decision-making.
- A good team player with a strong work ethic, flexible approach, and ability to work without direct supervision while creating and maintaining effective working relationships.
- High attention to detail and the ability to produce quality work and manage time effectively in a busy, fast-paced environment.
- Evidence of working within and supporting a team to achieve excellent customer service and demonstrable IT literacy with Microsoft Office, particularly Excel and Outlook.
- Effective communication with customers, both internally and externally, for the capture, recording, and distribution of service calls onto the helpdesk database using the council's helpdesk software.
