Job description

HMPPS Third Sector Partnerships and Programmes Team is responsible for managing HMPPS' relationships with Voluntary, Community and Social Enterprises (VCSE, also referred to as the Third Sector), and providing oversight of all HMPPS grants. The team works to develop and establish strategic opportunities for MoJ and HMPPS to harness the expertise of the Third Sector to support its policy and operational objectives.

  • Reducing Reoffending Third Sector Advisory Group (RR3)
  • Third Sector Strategic Partnership Board (TSSPB)
  • Arts in the Criminal Justice Sector Forum
  • HMPPS infrastructure grant, awarded to Clinks for the provision of infrastructure support to VCSE working in the Criminal Justice System in England and Wales
Role Responsibilities
  • Promote the Third Sector partnership approach and ensure the accompanying action plan is implemented.
  • Provide secretariat support for the Third Sector Strategic Partnership Board.
  • Oversee regular thematic meetings with RR3 members and their counterparts across MoJ and HMPPS.
  • Engage with Charitable Foundations to develop funding opportunities between Trusts, Foundations and statutory bodies.
  • Oversee and conduct programme‑level monitoring of grant schemes, including strategic, innovation and rehabilitation grants.
  • Design, compete and award grant funding where required, collaborating with Commercial and Contract Management Directorate and MoJ Grants Centre of Expertise, and prepare Grant Funding Agreements in liaison with Government Legal Department.
  • Provide high‑quality written submissions and briefings for Ministers and Senior Civil Servants.
  • Improve internal visibility and understanding of how Voluntary, Charity and Social Enterprises contribute to HMPPS and MoJ objectives.
Working Arrangements

Hybrid working arrangements are offered where business needs allow. The role is UK‑only. Some roles may not be suitable for hybrid working. Arrangements will be discussed and agreed with successful candidates and subject to regular review. For nationally advertised roles, the successful candidate will be appointed to a MoJ office location, which may include the nearest Justice Collaboration Centre or Justice Satellite Office.

Salary & Benefits
  • National salary range: £55,457 – £61,003
  • London salary range: £58,471 – £66,044
  • Annual leave calculated on a pro‑rata basis; bank, public and privilege holidays: 9 days (66 hours 36 minutes)
