Job Title

Program Manager

Summary

As the Program Manager you will lead the day‑to‑day operational activities and project management of a large‑scale integrated learning technology solution for the Learning Frameworks 2.0 Civil Service Learning contract. You will ensure that all learning services, technologies, and stakeholder engagements are executed on time, to the required quality and within budget. This role is central to translating strategic intent into operational delivery across the public sector learning ecosystem. The program delivers high‑quality, compliant, and innovative learning services to the UK Civil Service, supporting workforce capability development and strategic transformation.

What we’re looking for
Essential
  • Proven experience in program or project delivery within large‑scale learning, digital transformation, or public sector contracts.
  • Strong understanding of learning technologies (e.g., Cornerstone LMS), data integrations, and service design.
  • Expertise in governance frameworks, stakeholder engagement, and risk management.
Desirable
  • Familiarity with complex integrated enterprise‑scale learning technology ecosystems.
  • Experience with contract mobilisation and supplier management.
  • Knowledge of accessibility, data assurance, and evaluation methodologies.
Additional
  • Excellent communication and facilitation skills across multi-disciplinary teams.
What you’ll be doing
  • The Senior Programme Manager is responsible for leading and managing complex programmes and projects, ensuring that they are delivered on time, within budget and to the highest quality standards, ensuring that the programme is aligned with the organisation's strategic objectives.
Project / Programme Management
  • Develop and maintain project plans, ensuring that they are aligned with the overall programme plan.
  • Facilitate stakeholder meetings, workshops and other activities as required.
  • Contribute to the development and implementation of the overall programme plan.
  • Provide regular progress reports to senior management on the overall programme status.
Governance
  • Monitor project progress, identify and manage risks and issues, and take corrective action as necessary.
  • Ensure that project deliverables meet the agreed quality standards.
  • Ensure that projects are aligned with the strategic goals of the organisation.
Leadership
  • Lead and manage the project team to deliver projects on time, within budget and to the required quality standards.
  • Develop the project team, ensuring that they have the necessary skills, resources and support to deliver projects successfully.
  • Provide coaching and guidance to team members as required.
Stakeholder Management / Client Engagement
  • Build and maintain effective relationships with stakeholders, both internal and external to the organisation.
  • Ensure stakeholders are kept informed of project progress, risks and issues, and that their expectations are managed appropriately.
