Qualifications

  • Minimum CIPS Level 4 or full membership of the Chartered Institute of Procurement & Supply.
  • Knowledge of the Procurement Act 2023 and completion of TPP eLearning modules is essential.
  • Proven experience leading procurement tenders preferred.

Job description
Procurement Delivery Partner

Role: Procurement Delivery Partner

Hours: 35 hours per week

Salary: £46,086 - £57,607 per annum (salary offered dependent on experience)

Contract: Permanent

Location: Mariner House - Dartford/Working from Home

We're on the lookout for a Procurement Delivery Partner to join Moat! You will be working with staff across all levels at Moat, our suppliers, customers & other stakeholders as required to provide an effective procurement service which enables the delivery of quality services which provide value for money and positive social value outcomes to those affected by Moat's operations.

You must have knowledge of the Procurement Act 2023, as well as the Public Contracts Regulations 2015, and will have completed the TPP Procurement Act eLearning course. You will be responsible for a range of contract types including works and services contracts, frameworks, call-offs, and consultancy agreements.

You will ideally be a full Member of the Chartered Institute of Procurement & Supply, but must have a minimum of Level 4. Apprenticeship and training options will be available to enable progress to full MCIPS.

We are avid supporters of agile working, allowing you to work flexibly between our Dartford office and your home, with an expectation of 1-2 days per week in the office.

As a Procurement Delivery Partner you will be:
  • Lead procurement activity for key contracts across the business including construction and asset management requirements.
  • Build strong relationships with stakeholders to plan and deliver procurements aligned with Moat's strategy.
  • Ensure all projects comply with legislation including the new Procurement Act and leaseholder consultation obligations.
  • Manage tender processes, supplier engagement, and contract documentation.
  • Support teams to develop specifications, evaluation criteria, KPIs, and robust contracts.
  • Conduct supplier reviews, spend analysis, and benchmarking to achieve best value.
  • Promote social value through creative procurement approaches.
  • Provide expert procurement advice and training across the organisation.
  • Support the Head of Procurement in developing policies and managing systems.
  • Line manage a Procurement Assistant/Administrator and deputise for the Head of Procurement when required.
We're looking for:
  • Membership of the Chartered Institute of Procurement & Supply, or minimum CIPS Level 4
  • Understanding of the Procurement Act 2023 including completion of the TPP eLearning modules.
  • Strong knowledge of contract law, procurement legislation, and best practice.
  • Proven experience leading procurement tenders (housing sector experience preferable).
  • Skilled negotiator with analytical ability and understanding of supplier assessment.
  • Proficient in e-procurement tools and advanced MS Office skills.
