A local government authority in Bolton is seeking a Chartered or Incorporated Engineer to lead the design and implementation of highway improvement schemes. The ideal candidate will have a degree in civil engineering, relevant experience in project and contract management, and excellent communication skills. You will work closely with stakeholders to ensure projects meet health and safety standards and contribute to the ongoing development of staff and processes. As part of the Highways Design and Construction team, you will lead on the design and implementation of the Council s extensive capital programme of highway improvement, public realm and major highway maintenance schemes.
You will develop work programmes and strategies for the management of the highway asset, as well as managing project teams consisting of both internal and external staff. Working on multi-disciplinary projects you will liaise with stakeholders, partner organisations, Councillors, external contractors and the public during project delivery, ensuring that all projects are delivered to the highest standards of health and safety. You will contribute to the development of staff and the continual improvement of our processes. This post is a designated customer facing role under the fluency duty and requires a specified level of spoken English as per the person specification.
You will be an enthusiastic Chartered or Incorporated Member of the Institution of Civil Engineers with extensive experience of the design of highway and civil engineering schemes, including asset management and major maintenance works.
You will have experience of contract management and working with external contractors. You will be able to manage a team of engineers and be able to ensure that projects are delivered to budget and on time. You will be able to develop programmes of work. You will have excellent communication skills and have experience of dealing with a range of stakeholders, contractors and the public.
