Role: Police Staff Investigator REF 372931, Contract Length: Until 31/03/26, Location: Barnstaple and Bideford, IR35: Inside, Pay Rate to Intermediary: £22.91 per hour

Spinwell is recruiting for a Police Staff Investigator for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE POLICE STAFF INVESTIGATOR
  • Act as the investigator in the case, carrying out investigations professionally, ethically, thoroughly and expeditiously in accordance with investigation policy, Professional Investigation Programme (PIP) standards and legal requirements.
  • Prepare and conduct interviews of suspects, preparing and delivering relevant disclosure. Carry out associated custody procedures.
  • Operate flexibly across all investigatory strands.
  • Investigate Child Abuse, Vulnerable Adult Abuse, Sexual Abuse, Domestic Abuse cases, Sexual offences and level 1 acquisitive crime. This will include supporting and managing victims and offenders, and the viewing of indecent Child Abuse images/videos/audio.
  • Deal with safeguarding, managing risk, in such cases as Child Neglect, Child Abuse, and Child Sexual Abuse, Offences against Vulnerable Adults, Domestic Assaults and Sexual Offences.
  • Complete appropriate risk and impact assessments for the victim and where appropriate the wider community, ensuring that appropriate support is implemented. In particular identifying as soon as practicable, vulnerable and/or intimidated witnesses and the special measures available to assist them. Liaise with victims and witnesses throughout the investigation, keeping them informed of progress and complying fully with the Victim Codes of Conduct and ensuring Force victim contact policy is strictly adhered to. Explain to victims and witnesses relevant details of their involvement in the judicial process. Take appropriate witness care precautions in the event of a trial.
  • Provide a seamless service for victims that meets their individual needs by working closely with the Victim Care Unit and partner agencies to ensure the right support, guidance and information is provided.
  • Ensure all material, including exhibits, are seized, examined and retained in accordance with legislation and policy, where necessary.
  • Support and utilise the National Intelligence Mode (NIM) throughout investigations to ensure that prolific and priority offenders are identified and managed and intelligence is appropriately gathered, analysed and disseminated and to identify nominals as potential targets.
  • Identify potential links to other investigations, co‑ordinating decisions and actions with other investigating officers.
  • Take appropriate action to identify and arrange for the apprehension of suspects in accordance with legislation and policy.
  • Work closely with partner agencies in line with agreed protocols to appropriately safeguard and protect the public. This would include sharing of information in line with data protection requirements, and via different forms of communication including representing the police at multi‑agency forums.
  • Carry out image analysis on computer systems to identify offences, specifically focusing on priority areas around children, missing people, sexual abuse and modern slavery. To assess and manage digital forensic submissions to ensure integrity and continuity of evidence.
  • Interview suspects and witnesses to PIP level standards and in accordance with the legislation and Force policy.
  • Disclose material in accordance with the Criminal Procedures and Investigations Act 1996. Maintain ownership of the investigation post charge, including, where relevant, its progression and hearing at Court.
  • Attend scenes when tasked, conduct initial investigations and complete tasks as necessary.
  • Support Neighbourhood Policing teams in reducing Risk, Harm and Vulnerability, specifically the Neighbourhood harm reduction register, repeat victimisation and repeat callers.
  • Work with Neighbourhood team to problem solve local priorities.
SKILLS/EXPERIENCE POLICE STAFF INVESTIGATOR JOB
  • Full UK driving licence, unless prevented by reason of disability where reasonable adjustments will be considered.
  • Demonstrable experience of complex information gathering and problem solving.
  • Proven ability to deliver to tight timescales.
  • A detailed understanding of the criminal justice system.
  • A meticulous and thorough approach to undertaking tasks.
  • Hold a PIP1.
  • Experience obtaining witness statements and evidence gathering in accordance with the rules of evidence.
  • Experience supporting preparation of case files, ideally using the NICHE records management system.
