Planning and Development Manager – Oxfordshire

Penguin Recruitment are delighted to be supporting a market-leading organisation in the waste management and environmental services sector in their search for a Planning and Development Manager. The Role

As a Planning and Development Manager, you will play a pivotal role in delivering the company’s planning and development strategy across its operational portfolio. You will be responsible for:

• Leading and managing planning applications, appeals, and EIAs for waste management and associated development projects.
• Advising on planning policy and regulatory requirements relevant to the business.
• Engaging with local authorities, regulators, landowners, and key stakeholders to build strong relationships.
• Identifying and evaluating new development opportunities.
• Managing external consultants and coordinating multi-disciplinary project teams.
• Supporting the wider business with planning and development advice to ensure compliance and strategic growth.

About you

We are looking for an experienced and commercially aware professional with:

• A relevant degree in Town Planning, Environmental Planning, or a related field.
• MRTPI or equivalent professional qualification (desirable).
• Proven experience in planning and development, ideally within waste, minerals, or infrastructure.
• Strong knowledge of planning legislation and policy in the UK.
• Excellent communication, negotiation, and stakeholder management skills.
• The ability to manage multiple projects to tight deadlines.
