Job Summary
This role leads the delivery of a large and complex TUPE transfer involving a substantial workforce group, followed by post‑transfer workforce integration. Responsibilities include due diligence, Employee Liability Information (ELI) analysis, risk identification, staff consultation, and ensuring full compliance with employment legislation. Post‑transfer, the role will focus on onboarding, cultural alignment, employee relations case management, and broader organisational development (OD) initiatives to ensure a positive employee experience and effective integration.
Key Responsibilities
- Lead pre‑transfer planning and delivery for a large‑scale TUPE transfer, ensuring full compliance with employment legislation and internal governance.
- Conduct due diligence, collect and validate ELI, identify risks and liabilities, and recommend mitigation actions.
- Coordinate staff consultation and engagement activities with trade unions, staff forums, and operational managers.
- Work collaboratively with HR, Payroll, Finance, Legal, and operational teams to secure accurate, migration‑ready employee data.
- Maintain project plans, risk registers, and progress reports to support senior oversight and timely delivery.
- Support the onboarding of transferring employees, ensuring accurate systems setup and a positive employee journey.
- Embed consistent policies, practices, and ways of working across integrated teams.
- Facilitate cultural alignment and team cohesion through engagement, induction, and leadership development programmes.
- Drive OD initiatives that promote collaboration, inclusion, and wellbeing.
- Provide expert guidance on complex employee relations cases, including long‑term sickness, grievances, and capability issues.
- Coach managers to ensure fair, consistent handling of employment matters in line with policy and employment law.
- Maintain effective relationships with trade unions and staff representatives.
- Ensure all TUPE and integration activities comply with statutory and regulatory requirements.
- Analyse workforce data such as risk profiles, employee relations trends, and engagement metrics to inform decision‑making.
- Support continuous improvement in HR governance, systems, and reporting.
- Build strong, credible relationships with internal and external stakeholders involved in the transfer and integration.
- Represent the organisation at meetings with trade unions, partner organisations, and external agencies.
- Engage actively with employee forums to ensure transparency and inclusion throughout the process.

Qualifications & Training
- Educated to degree level or equivalent senior HR / OD experience (E)
- Chartered Membership of the CIPD (E)
- Evidence of ongoing professional development and up‑to‑date employment law knowledge (E)
- Project / change management qualification (D)
- Knowledge of public‑sector employment frameworks (D)
Experience
- Proven experience managing large‑scale TUPE transfers or major workforce change programmes (E)
- Strong experience in complex employee relations casework, including long‑term sickness (E)
- Experience in workforce integration, onboarding, cultural alignment, or OD initiatives (E)
- Experience working collaboratively with trade unions and staff representatives (E)
- Ability to analyse workforce data to identify risks and inform decisions (E)
- Beneficial to have experience working in the public sector or healthcare environment (D)
