Overview

One of my local government clients is seeking an experienced Operational Service Manager to lead the delivery of estate, facilities, maintenance, and minor works across our property portfolio. This is a pivotal role within our Corporate Landlord model, ensuring that our buildings are safe, legally compliant, and strategically managed to support council services.

You will act as the key link between internal stakeholders, external contractors, and service providers, driving high performance and ensuring best value for the organisation.

Responsibilities
  • Lead and manage operational estates, facilities, maintenance, and minor works functions.
  • Oversee a comprehensive planned and reactive maintenance programme, ensuring compliance and efficiency.
  • Manage key contracts, including cleaning, security, and maintenance services—monitoring supplier performance and procurement.
  • Act as Contract Manager, with accountability for governance, supplier relationships, and performance outcomes.
  • Oversee investment planning and delivery of minor works projects, ensuring compliance with statutory and lease obligations.
  • Provide leadership in risk management, staff development, and performance improvement.
  • Support and deputise for the Head of Asset Management, embedding the Corporate Landlord approach across the council.
Essential skills and experience
  • Senior-level experience in estates/facilities/asset management.
  • Strong knowledge of compliance, maintenance, and health & safety in property management.
  • Proven ability to manage contracts, suppliers, and service performance.
  • Experience leading multi-disciplinary teams.
  • Public sector experience is desirable but not essential.
