LEAD COMMISSIONER, ADULTS COMMISSIONING UNIT

Salary: PO7 (£68,458 - £72,525 per annum)

Full-Time: 35 Hours/week

Location: Wildwood, Worcester (WR5) with Hybrid working

THE ROLE

At Worcestershire County Council, the Adult Social Care Commissioners are working with a wide range of partners across social care and health to deliver our strategy, ensuring Worcestershire residents are healthier, live longer, have a better quality of life and remain independent for as long as possible.

Our highly skilled and supportive Commissioning team are now seeking applications from outstanding, motivated and experienced commissioners for this exciting role. The successful candidate will have commissioning responsibility for services that support some of the most vulnerable people in society along with managerial oversight of the Quality Assurance team and function.

With primary responsibility for all residential and nursing home markets for adults and the quality assurance function, the successful candidate will have opportunity to shape and commission high quality, innovative and cost-effective services that tangibly improve outcomes for adults in Worcestershire as well as opportunity to engage in a wide variety of change and transformational work.

YOUR BACKGROUND

With strong partnership working and influencing skills and a track record of building solid working relationships across a range of stakeholders, commissioned services and senior colleagues, the successful candidate will be able to tangibly demonstrate both the experience and ability to meet the person specification criteria, in particular:

  • Leading the commissioning of high value and complex services ensuring that the council and its partners achieve the right service from the right provider at the right price for the taxpayer and the residents of Worcestershire
  • Developing and supporting effective partnerships with service providers, customers, professionals and other stakeholders across the health and care system in support of effective strategy development and service commissioning.
  • Leading the commissioning of services within the social care and health system, ensuring co-production and alignment between different services to establish efficient pathways
  • Ensuring the development of a dynamic market by identifying and highlighting gaps in current services, understanding, building and maintaining market capacity, shaping service delivery now and in the future.
  • Effective oversight of contract management including managing provider relationships, leading negotiations, oversight of adherence to service specifications and taking contractual action where required
  • Ensuring that all commissioned services are built on a clear best practice evidence base, including the relevant legislative frameworks
  • Ensuring that all commissioned services have appropriate quality assurance arrangements, business continuity and, where necessary, clinical governance arrangements in place, and in particular that safety systems, provider concern and provider failure processes are robust.
  • Leading on quality assurance processes and liaison with adult safeguarding and Care Quality Commission.
