Job summary

A leading recruitment agency is seeking an experienced SEND Specialist to lead a Local Offer Review and Improvement Project in South West England. This hybrid role involves conducting a comprehensive review, assessing inconsistencies, and delivering actionable recommendations for improvements. Candidates should have a degree in Education, Health, or Social Care, along with a strong understanding of SEND legislation. The contract is initially for 3 months and offers a day rate of £525 inside IR35.

Qualifications

  • Degree or equivalent in Education, Health or Social Care.
  • Project management qualification (e.g. PRINCE2, Agile) is desirable.
  • Expert understanding of SEND legislation and the SEND Code of Practice.

SEND Specialist – Review & Improvement

Day rate: £525 per day inside IR35

Location: Hybrid (remote with some on-site meetings)

Contract: Currently signed off for 3 months

Start: January 2026

Hours: 4 days per week

An experienced SEND Specialist is required to lead a focused Local Offer Review and Improvement Project for a Local Authority based in the South West. This strategic, hands‑on role will drive rapid improvements across the Local Offer, ensuring it is accessible, compliant, user-friendly and aligned with national and local priorities.

The Role

You will lead a time‑bound programme of work to:

  • Conduct a full review of the Local Offer across content, user experience, accessibility and statutory compliance
  • Assess journeys for parent carers, young people and professionals, identifying gaps and inconsistencies
  • Produce clear, actionable recommendations and a practical improvement plan and timeline
  • Align improvements with national priorities, inclusion strategies and local system developments
  • Work collaboratively with parent carers, young people and multi‑agency partners
  • Support the development of sustainable governance and implementation arrangements
Requirements
  • Degree or equivalent in Education, Health or Social Care
  • Project management qualification (e.g. PRINCE2, Agile) – desirable but not essential
  • Expert understanding of SEND legislation and the SEND Code of Practice
  • Knowledge of Ofsted/CQC frameworks as they relate to SEND
  • Strong understanding of multi‑agency Education, Health and Care systems
  • Leading or contributing to Local Offer development and/or SEND service reviews
