Overview

Procurement Heads is proud to partner with a leading Defence organisation, supporting the largest and most complex investment programme in government.


Commercial Lead PFI Contracts

The role holder will provide operational leadership to the team of commercial professionals responsible for designing, procuring and contracting for the replacement commercial arrangements covering expiring Private Finance Initiative (PFI) contracts over the next two years.


Shape the future of the UK's critical Defence Estates assets.


Extensive experience in complex and high value procurements, with specific emphasis on hard and soft FM, ancillary services and construction, utilising PFI model contracts in an MOD environment will be key.


This is a unique opportunity to play a critical role in shaping a new strategic capability from the ground up. We're looking for an experienced procurement professional to contribute to the procurement and development of key assets across MOD estates.


Key Responsibilities


  • Role covers all commercial activity up to award of contract

  • Hold a Commercial Delegation to make contractual commitments on behalf of the MOD, with all the accountability and authority to ensure that there are robust procurement strategies for all procurements, that all contractual commitments represent value for money and are affordable within agreed approval.

  • Contribute to delivering the agreed programme of procurements on time and to a high quality, engaging as necessary with customers, the delivery team and other enabling functions, the scrutiny community and decision makers.

  • Provide decisive and educated leadership, facilitating the engagement and effectiveness of the commercial team. Successfully engage, lead, coach and inspire the team to reinforce the MOD leadership values.

  • Deliver all required line management activities to ensure the team deliver their objectives.

  • Ensure through procurement process that Projects and programmes adhere to legal and regulatory requirements, contractual obligations and ethical considerations. Advance Government policy, including sustainability and social value, through all commercial relationships.


This is a senior leadership role where you'll be empowered to drive procurement activity forwards. Leading and influencing you will engage with and seek to elicit support from a number of stakeholders, including Front Line Commands and project delivery teams, other Government departments and wider industry and supply chain partners. Your work will directly impact national capability and security.


What we're looking for


  • A strategic thinker with experience in leading procurement teams in an MOD environment

  • Proven ability to influence stakeholders at the highest levels

  • Strong understanding of procurement strategy, policy, and implementation

  • Experience within PFI contracts, Estates, FM, Hard and Soft.

Key skills


  • Knowledge of MoD organizational design, processes and procedures would be highly beneficial

  • Deep complex procurement knowledge and experience

  • MCIPS an advantage

  • You will need to be able to obtain DV Clearance for this role and have a minimum of SC Clearance in place already in order to minimise delays in deployment.
