Information Systems Analyst I
Division of Behavioral Health and Recovery – Chester Mental Health Center – Chester, Illinois.
Position Overview
The Division of Behavioral Health and Recovery seeks an Information Systems Analyst I to provide specialized technical support to management and staff at the Chester Mental Health Center. Responsibilities include managing computer resources, maintaining facility applications, designing database systems, and ensuring compliance with federal, state, and regulatory requirements such as HIPAA and the Joint Commission.
Essential Functions
- Provide technical support for computers, peripherals, software, LAN, and DoIT applications.
- Evaluate and design information flow processes to meet the facility strategic plan data needs.
- Manage data systems and telecommunication resources.
- Maintain records on system security of confidential applications and assign user access.
- Serve as liaison with DoIT for telecommunications, user accounts, and data systems.
- Assist in maintaining updated information‑management policies for compliance with HIPAA, Joint Commission, and other directives.
- Act as the facility’s HIPAA Privacy Officer, developing and implementing overall HIPAA processes.
- Attend meetings, training, seminars, and conferences to stay current with IT developments.
- Perform other duties reasonably within the scope of these responsibilities.
Minimum Qualifications
- Four (4) years of college coursework in computer science or a directly related field.
- One (1) year of professional experience in a related Information Technology field.
Preferred Qualifications
- Two (2) years of experience planning, organizing, implementing, and maintaining PC applications.
- Two (2) years of experience designing and modifying database systems to monitor regulatory compliance.
- Two (2) years of experience determining computer needs for an organization.
- Two (2) years of experience diagnosing problems and designing formats for fiscal summary reports.
- Two (2) years of experience maintaining computer hardware and performing minor repairs.
- Two (2) years of effective written and oral communication.
Conditions of Employment

Work Hours
Monday – Friday, 8:30 am – 4:30 pm; 30‑minute unpaid lunch.
