Introduction

The State of Connecticut Department of Administrative Services (DAS) Human Resources (HR) is recruiting for a Human Resources Generalist 3 (HR Staffing Unit Lead/Supervisor) within the Department of Developmental Services (DDS). The position is located at 35 Thorpe Avenue in Wallingford, CT. It is a full‑time, 40‑hour per week role, Monday‑Friday, First Shift, with a hybrid work model.

Responsibilities
  • Supervise and provide guidance to lower‑level business partners.
  • Partner with agency leadership to align HR support with organizational goals and strategies.
  • Advise on HR policies, procedures, organizational structure, and job classifications.
  • Build and maintain relationships with DAS service delivery teams and specialized units.
  • Communicate with managers, bargaining unit representatives, and other stakeholders.
  • Approve classification and position‑management transactions, ensuring proper organizational structure.
  • Ensure compliance with applicable state and federal laws, regulations, policies, and procedures.
  • Advise employees on employment matters, career development, transfer, separation, recruitment, examinations, compensation, benefits, and retirement.
  • Perform job audits and classification studies.
  • Apply and oversee the recruitment process, including mandatory‑list clearance, interviewing, selection, and onboarding.
  • Maintain relevant documentation and records.
  • Analyze data and plan for emerging HR needs.
  • Lead or participate in complex HR projects involving best‑practice research and implementation of new systems, training initiatives, and job‑classification studies with statewide impact.
  • Recruit and hire staff, including outreach, interviewing, and selection.
  • Maintain and digitize records, files, and folders.
  • Manage human capital and implement professional development plans.
  • Handle reclassification grievances and administer the employee assistance program.
  • Coordinate, implement, and oversee agency‑wide training and staff development programs.
  • Support related agency strategic needs and perform related duties as required.
Knowledge, Skills, and Abilities

Considerable knowledge of HR management, state and federal laws, civil rights, equal employment opportunity, job classification, recruitment and selection, compensation and benefit programs, pay administration, workers’ compensation, HR information systems, labor relations, and interpersonal skills. Strong oral and written communication, conflict resolution, analytical, and strategic planning skills. Ability to work effectively in a matrixed organization and to supervise and plan succession.

Minimum Qualifications – General Experience

Eight (8) years of professional experience in HR management, equal employment opportunity/affirmative action, or labor relations management.

Minimum Qualifications – Special Experience

One (1) year of the general experience at the full working level in HR management, equal employment opportunity/affirmative action, or labor relations management.

Minimum Qualifications – Substitutions Allowed

College training may be substituted for the general experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a bachelor’s degree. A master’s degree in HR management, labor relations, business administration, public administration, or a closely related field may be substituted for one additional year of general experience. A law degree may be substituted for two additional years of general experience. For state employees, one year as a Human Resources Generalist 2, Human Resources Specialist, or Equal Employment Opportunity Specialist 2 may be substituted for general and special experience.

Preferred Qualifications
  • Bachelor’s degree.
  • Experience advising employees and leaders on vacancy recruitment and the state’s classification system.
  • Experience with CORE‑CT, workforce administration, position management, and report composition.
  • Experience with full‑cycle recruitment using JobAps with applicant pools greater than 100 candidates.
  • Experience managing or leading HR employees.
  • Experience advising on collective bargaining agreements.
Special Requirements

Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s License and may be required to travel.
