What you’ll be doing

As a senior individual within our People Service, you’ll have a unique and varied role which requires you to provide high-level HR expertise and strategic advice to leaders and stakeholders. Using data and insight to inform decisions and drive improvement, you’ll lead and support complex change, transformation and strategic projects. Matrix‑managing our people and supporting technical development, you’ll shape workforce, wellbeing and EDI strategies. You’ll build strong professional relationships across the Council, unions, partners and external bodies, and represent our People Service with confidence, clarity and professionalism.

Job responsibilities

To hold a portfolio of departments and services across the organisation and work closely with leaders to provide the highest level of strategic HR business partner diagnostic support, advice, guidance and input, and use extensive HR expertise to deliver HR people solutions for specific business areas. Develop evidence‑based thinking to shape the profession or drive people change. Influence and create long‑term value for a significant number of people. Drive and develop robust plans and strategies. Manage and support projects and initiatives, and associated transformation. Lead the development of cultural standards and best practice. Inform and make high‑impact decisions. Provide decisive and effective leadership to team in line with the council’s Vision and Values and Leadership Qualities that enable them to do their best work resulting in high levels of people and organisational performance.

  • Extensive experience acting as a senior HR expert in a role involving the provision of advice on a diverse range of highly complex matters.
  • Substantial experience of scoping and leading or supporting projects/programmes involving complex change/transformation.
  • Experience of developing high‑level plans and strategies with a substantial impact.
  • Experience of managing important strategic relationships & negotiations.
  • Experience of holding and managing a diverse caseload of work involving advanced problem solving.
  • Undertaking complex assessments/investigations/evaluations/analyses and resolving associated issues/conflicts/anomalies.
  • Scrutinising data and intelligence sources to ensure understanding and build proposals.
  • Experience of providing technical leadership and professional development to others.
