Job description

Cedar are seeking an experienced HR Transformation Consultant to support a people, process, and organisational change agenda in a growing financial services business based in London. This fractional role (3 days per week) will play a critical part in shaping and driving HR transformation initiatives, acting as the strategic bridge between the HR function and the COO office.

Ideal candidates may be former or current HR Directors who have played a leading role in large-scale transformation programmes and are now seeking a fractional or consultancy‑style engagement. Strong strategic capability, a deep understanding of HR operations, and the ability to influence senior stakeholders are essential.

You will contribute to Target Operating Model (TOM) enhancements, provide strategic workforce solutions, and ensure HR initiatives are aligned with broader business objectives. The role requires a strong consultant mindset and the ability to translate complex business requirements into HR deliverables, including supporting RFP/RFI processes.

Key Responsibilities
  • Lead and support HR Target Operating Model (TOM) improvements, refining processes, structures, and capabilities to enhance organisational effectiveness.
  • Act as the strategic liaison between HR and the COO, ensuring alignment of priorities and effective cross‑functional communication.
  • Develop strategic workforce solutions, including workforce planning, skills analysis, succession considerations, and organisational design input.
  • Translate business and operational requirements into actionable HR frameworks, roadmaps, and deliverables.
  • Support RFP/RFI creation, evaluation, and vendor selection, ensuring solutions meet HR and business needs.
  • Provide strategic advisory support to senior leaders on people strategy and organisational change.
  • Identify opportunities for process optimisation, efficiency, and enhanced employee experience.
  • Ensure high standards of governance, documentation, and reporting throughout transformation initiatives.
Experience & Skills Required
  • Experience as a HR Director or Senior HR Leader with demonstrable involvement in transformative change initiatives.
  • Proven background in HR Transformation, Organisational Design, or People & Change Consulting.
  • Strong capability in TOM design, HR process improvement, and operating model implementation.
  • Ability to act as the ‘translator’ between HR and operational leadership, aligning business and people priorities.
  • Experience supporting RFP/RFI processes, vendor management, or HR technology/process transformation.
  • Excellent communication, stakeholder engagement, and influencing skills at executive level.
  • Comfortable working autonomously within a fractional consultancy setup.
  • London‑based or able to commute regularly for hybrid working.
