A public health organization in the United Kingdom is looking for an experienced HR Policy and Project Manager. The Healthcare Safety Investigation Branch (HSIB) was formed in 2017 with the aim to improve patient safety across the healthcare sector by carrying out expert investigations to determine the causes of accidents and serious incidents, and to make safety recommendations intended to prevent recurrence and to improve safety across the healthcare system. The Health and Care Act 2022 established HSSIB as the Health Services Safety Investigations Body (HSSIB), a fully independent arm's-length body from October 2023. HSSIB publishes approximately 30 new reports annually, following investigations into an incident or issue, and issue safety recommendations to a wide range of bodies and organisations.
We are looking for a professional, CIPD qualified Human Resources practitioner with experience of working within the NHS to join us on secondment or a fixed term contract, to provide additional support as we continue to embed HSSIB culture, policies, and procedures. The postholder will have experience in writing HR policies, procedures and accompanying toolkits, and in supporting managers and employees on a wide range of workforce matters.
You will join a small HR team within Business Services and be able to work autonomously and flexibly, within the team, dealing with a number of demands and changing priorities. You will lead and support on specific HR projects including embedding the HSSIB values within the organization, developing employee engagement, health and wellbeing plans.
Lead on the revision and updating of key NHSE/I policies and procedures into HSSIB style so they are operationally viable within HSSIB, ensuring compliance with employment legislation and good practice.
Prepare supporting toolkits for HSSIB policies and procedures and ensure documents are available and accessible on SharePoint.
Develop and deliver training and awareness sessions for line managers and employees on HR policies and procedures, and guidance documents to increase organizational awareness and application of HR procedures.
Work with the HR & OD lead to revise the HSSIB appraisal processes and documentation.
Support line managers with timely, solution-focused HR advice, including pragmatic and professional advice on HR policies.
Lead on identified projects to support wider operational goals including employee wellbeing, engagement and EDI projects.
Develop HR approaches, in association with the HR & OD Lead, that support operational business objectives, organisational design and resource plans.
Lead on employee relations case work, as appropriate, providing specialist HR support to managers and investigating officers, during informal and formal processes up to and including dismissal.
Support in the production and analysis of workforce data including running BI reports from ESR.

Lead on employee relations case work, as appropriate, providing specialist HR support to managers and investigating officers, during informal and formal processes up to and including dismissal. Taking formal notes during meetings and hearings which may be used in appeal hearings and Employment Tribunals.
Support in the production and analysis of workforce data including running BI reports from ESR where appropriate.
Challenge appropriately and sensitively any practice/behaviours which are not aligned to HSSIB values of Inclusion, Collaboration and Integrity.
Provide expert advice on all aspects of HR change management including complex organisational change and transformation programmes requiring the analysis and interpretation of workforce data.
