Housing Standards Officer needed in Bideford Paying £44 per hr 5288024

Full time hours on a temporary basis

Key Responsibilities
  • Mentor Housing Standards/Renewal Officers and support them in delivering high-quality investigations and compliance work.
  • Investigate housing complaints and assess whether landlords are meeting their legal obligations, advising tenants and stakeholders on rights and available remedies.
  • Carry out property inspections and conduct full HHSRS assessments, identifying hazards, regulatory breaches, and enforcement needs, including licensing requirements for HMOs.
  • Gather evidence, undertake PACE interviews, prepare enforcement files, and apply relevant enforcement policies.
  • Enforce standards across housing, including HMO licensing, empty homes compliance, and disrepair issues.
  • Prepare and issue enforcement actions such as improvement notices, prohibition orders, civil penalties, and cases requiring legal escalation.
  • Work closely with internal teams on cases involving illegal eviction, harassment, and unlawful landlord practices.
  • Manage an investigative caseload, ensuring interventions are lawful, proportionate, and completed within required timescales.
  • Contribute to the development of operational procedures, policies, and guidance relating to housing regulatory functions.
  • Build strong working relationships with partner agencies such as police, fire services, health teams, social care and voluntary organisations.
  • Represent the organisation at case conferences, multi‑agency meetings, and partnership forums focused on housing standards and compliance.
