Overview

Head of Service

General Duties and Responsibilities
  • 2.1 To contribute to the delivery of performance management to ensure timely, effective and good quality outcomes for children and young people
  • 2.2 To directly manage a group of Team Managers and, through them, social work services.
  • 2.3 To supervise Team Managers.
  • 2.5 To ensure compliance with legal, regulatory and ethical requirements
  • 2.9 To develop processes and practice which ensures consultation and engagement with children, young people and their carers in service planning and delivery
  • 2.10 To develop and manage business processes and related relationships such as procurement
  • 2.12 To effectively manage resources; meeting demand; developing individuals, monitoring and challenging performance as necessary
  • 2.13 To use all recording systems as procedures requires
  • 2.14 To be responsible for leading specific service areas that are changeable depending upon business need.
  • 2.15 To offer coaching and mentoring across the service as required
  • 2.17 Commensurate to the grade of Head of Service to undertake other duties that may arise from time to time as determined by the Assistant Director.
Criteria
ESSENTIAL
Education/Qualifications
  • Level 5 Diploma in Leadership and Management for Residential Child Care or Equivalent.
Experience
  • Within the last five years, worked for at least 2 years in a position relevant to residential care of children.
  • For at least 1 year in a role requiring the supervision and management of staff working in a care role.
  • Experience in working with children and families who present complex needs.
  • Business and management skills to manage the work efficiently and effectively
  • Experience of direct work with children and undertaking assessments of need
  • Financial experience of managing resources within budget limits to ensure the home is run financially soundly, ensuring the long-term financial viability of the home
  • Experience and understanding of undertaking risk assessments and managing risks.
Skills & Ability
  • e.g. written communication skills, dealing with the public etc.
  • Aware of the need to safeguard and protect children from harm and of how social and health issues impacts on family.
  • Ability to effectively plan and manage a diverse workload to ensure that deadlines and performance objectives are met. To have a methodical approach in ensuring accurate records are maintained. The ability to prepare assessments and reports.
  • Sets clear leadership, direction, objectives and responsibilities, assumes accountability and inspires others by acting with integrity and role models the Values and behaviours set out by BCC.
  • To be courteous and respectful to colleagues at all levels.
  • Manages, builds and motivates teams, creating a positive environment which encourages open discussion and innovation, supports performance, builds capability and empowers staff. Effectively tackles poor performance.
  • Ability to work effectively as part of a team, showing willingness and flexibility in duties undertaken.
  • Communicates effectively both verbally and in writing, adopting style to meet the varying needs of audience concerned, particularly to effectively engage with young people and their families.

Rate of Pay
  • PAYE: 365.39
  • Umbrella: 500
