Job title: Head of Financial Management, Reporting and Transformation at NHS Business Services Authority (NHSBSA).
Leader of financial transformation to shape strategic financial management. Lead finance teams, evaluate capital expenditure business cases and other major schemes. Report to the Director of Finance and act as deputy when needed. Work collaboratively across NHSBSA to deliver value to the taxpayer.

Main duties
As Head of Financial Management, Reporting and Transformation, you’ll lead a broad portfolio of responsibilities including:
- Overseeing financial reporting, assurance, planning, governance and performance across NHSBSA
- Leading financial transformation activities for sustainability and value for money
- Managing strategic relationships with DHSC, NHS England, HM Treasury and external auditors
- Providing expert financial advice on major projects and business cases
- Driving continuous improvement across finance functions in line with government standards
- Supporting development of financial strategy and business planning aligned to NHSBSA goals
- Leading and mentoring teams through change and promoting collaboration and excellence
Responsibilities (cont.)
- Design and coordinate the annual financial planning process to deliver consolidated financial plans
- Engage with Directors, Leadership Team and directorate management to inform Board-approved plans
- Develop scenarios and what-if analyses based on risks and opportunities
- Lead discussions with DHSC/NHSE and other parties on planning requirements and ensure timely submissions
- Interpret policy initiatives and advise on financial risks to meet goals and control needs
- Support the Financial Transformation team to define medium- and long-term financial strategy
- Develop governance and performance management frameworks and monitor financial performance and controls
- Provide assurance on risks, audit findings and recommendations, and engage in sensitive issues as needed
- Manage internal customer relationships and ensure compliance with Standing Financial Instructions and related standards
- Lead on major financial risks/resolutions with directors/CEO as required
- Provide SME support to operational plan delivery
Business cases, project evaluation and assurance
- Implement NHSBSA business case approval processes for in-scope capital and revenue expenditure
- Advise on complex business cases and financial benefits
- Provide financial leadership for strategic transformation programmes
- Review business cases for financial performance and risks, reporting independently to the Main Board
- Evaluate projects during and post-implementation and report on performance
- Review contracting documents to ensure value and acceptable risk
- Lead on financial approval of business cases through Assurance Groups
Financial Transformation and Value
- Lead the financial transformation portfolio aligned with corporate strategy
- Develop costing, benchmarking and service value metrics across core services and pension administration
- Drive innovation in financial service delivery using data and digital tools
Financial Reporting
- Ensure compliance with the annual financial reporting cycle and control environment
- Oversee year-end accounts for the NHS Pension Scheme and NHSBSA, liaising with NAO and the Audit and Risk Committee
- Maintain financial accounting records within statutory and DHSC requirements
- Provide expert advice on complex accounting issues related to the NHS
Third Party Assurances
- Collaborate to identify and manage outsourcing risks
- Provide financial assurance and transparency on supply chains and contracts
- Maintain robust controls to meet audit and assurance requirements
Financial Sustainability and Relationship Management
- Sustain NHSBSA as a going concern through planning and efficiency
- Build strong relationships with strategic partners to support income and growth

- Senior experience in a large organisation, including management accounting
- Board-level reporting

Qualifications
- Degree or equivalent; professional accountancy qualification with significant post-qualification experience
- Desirable: MBA
