As Head of Facilities Management, you will lead the strategic direction and operational delivery of a fully integrated FM service using a co‑ordinated delivery model. You will ensure excellence across all aspects of Hard and Soft FM, compliance, sustainability, procurement, and transformation, acting as the Council's lead for the Corporate Landlord function.
- Delivering statutory Corporate Landlord responsibilities, including hard services (building maintenance) and soft services (cleaning, security, etc.) across all corporate buildings and facilities.
- Ensuring the Council's facilities are safe, clean, compliant, efficient, and fit for purpose, through planned, cyclical, and reactive maintenance programmes.
- Leading and delivering the Council's ambition to become Net Zero by 2030, working with sustainability teams to embed environmental principles in all FM operations.
- Overseeing a combination of in‑house teams and external contractors to deliver a high‑performing, value‑driven FM service.
- Managing a significant budget, including forecasting, recharging, and cost recovery ensuring services are delivered on time and within budget, while delivering a target surplus.
- Driving service improvement, innovation, and transformation, establishing and monitoring KPIs, performance metrics, and compliance obligations.
- Developing a high‑performing FM team, embedding talent management, staff development, and holding others to account for results.
- Delivering major capital planned works across corporate, housing, compliance, and de‑carbonisation programmes.
- Supporting Hard Services and Soft Services managers to ensure day‑to‑day maintenance, office setups, cleaning, reception, security, and emergency readiness are well executed across all Council sites.
Leadership, Strategy and Innovation
- Provide strong leadership, motivation, and clear direction to the FM team, aligning operations with Council goals and best practice.
- Embed best‑in‑class technical delivery through a multi‑disciplinary in‑house function, and drive ambitious transformation of the FM service.
- Develop Council‑wide Maintenance & FM policy under the Procurement Guide and Contracts Procedure Rules.
- Champion innovation and collaboration, exploring new delivery models and funding sources (e.g., grants, S106) to optimise service and resource efficiency.
- Lead the Council's Corporate Landlord technical delivery, driving implementation of the SAMP (20192024) and CIPFA Corporate Landlord principles.
Governance, Compliance & Risk
- Ensure all FM operations comply with legislation, including the Corporate Manslaughter and Corporate Homicide Act 2007, and are formally documented via council compliance systems.
- Oversee risk assessments, statutory inspections, audits, and compliance‑related activities across all assets.
- Take overall accountability for timely and comprehensive responses to Freedom of Information requests, complaints, and Member enquiries relating to FM.
- Ensure contract and procurement processes follow Council Contract Procedure Rules and relevant industry standards.

Based at Enfield Civic Centre. Hybrid working = 2-3 days a week in the office.
