Job description
Job overview
  • An exciting opportunity to be the national lead for Counter Fraud Services (Wales) and is accountable for the provision of a high quality, efficient and effective counter fraud service in NHS Wales.
  • Provides professional support, direction and strong leadership to the network of Local Counter Fraud Specialists within NHS bodies in Wales as well as operational line management of the NHS Counter Fraud Services Wales team.
  • Provides specialist guidance to NHS Wales Directors of Finance and to Welsh Government officials, working closely with the NHS Counter Fraud Authority, National Crime Agency and Regional and National police forces, HMRC and DWP.
  • The role will report directly to the Welsh Government and is professionally accountable to the NHSCFA and will report to the host (NHS Wales Shared Services Partnership) on budgetary and employment issues.
Main duties of the job
  • Lead on embedding a robust, proactive and responsive anti-fraud culture across NHS Wales.
  • Responsible for ensuring that robust arrangements are in place to investigate all potential economic crime cases in NHS Wales including appropriate criminal sanctions and financial recoveries for NHS Wales.
  • Make effective use of technology, to inform data driven decision making and make use of trend analysis and dashboard reporting tools to inform risk assessments and help to prioritise proactive fraud detection work undertaken by LCFSs, and wherever possible in investigations.
  • Develop a three-year work plan, aligned to Integrated Medium Term Planning cycle that sets out the key objectives and milestones for the Counter Fraud Services Wales team. Building incrementally year on year with measures of continuous improvement incorporating the Duty of Quality domains.
  • Represent Counter Fraud Services Wales at an All-Wales Public Sector level and engage in collaborative activities including the Wales Fraud Forum and engage in collaborative activities including four nations meetings.
  • Advise the Welsh Government on delivery against the Counter Fraud Authority annual work plan and changes required to the service level agreement.
