Overview
The government announced on 30 June 2025 that the Building Safety Regulator (BSR) is to become an Executive Agency of the Ministry for Housing, Communities and Local Government (MHCLG) and will be moved out of HSE. Successful candidates recruited to this vacancy will initially be onboarded to HSE, with a move to the new Executive Agency to be undertaken in due course. This role sits at the heart of the Building Safety Regulator (BSR) and supports the operational quality assurance, governance and risk management framework. The postholder will report to the Operational Quality, Risk & Compliance Lead and will help maintain divisional and sub‑divisional frameworks.
Initially the postholder will proactively contribute towards the Governance Framework review, maintaining its objectives and setting up new processes and ways of working for BSR. Following this, the Governance Framework is expected to be embedded and the postholder’s focus will shift to reviews, analysis, recommendations and implementation, with continuous improvement of operational processes.
Responsibilities

Knowledge and Qualifications
- Knowledge and experience of implementing governance processes across multiple operations/departments
- Experience in analysing, assessing and reporting on governance activity with recommendations for continuous improvement
- Experience in creating methods to assess effectiveness and identify efficiencies
- Microsoft Excel skills; Power BI, Dynamics 365 and SharePoint are advantageous
- Ability to adapt to changing environments and rapidly respond to challenges
- Strong decision-making skills and ability to work with initiative in a changing setting
