The Scottish Public Pensions Agency is an Agency of the Scottish Government. Our principal role is to administer the pensions for employees in the National Health Service, Teachers’, Police and Fire‑fighters’ pension schemes in Scotland. The Agency administers these public service pension schemes on behalf of Scottish Ministers to over 640,000 members with annual payments of over £3.7 billion, together with the related agency administration expenditure of c. £31 million.

This is a new and exciting position that spans both Corporate Governance and Business Planning.

In this role, you will:

  • Support SPPA Board structures and governance, working as part of a collaborative team.
  • Work closely with the Corporate Governance Manager to maintain and strengthen the Agency’s governance activities.
  • Play a pivotal role in delivering a coordinated, forward‑looking strategic business planning function across SPPA.
  • Lead and support a range of business planning workstreams, including:
    • Corporate and divisional planning
    • Performance tracking
    • Governance engagement
    • Strategic options development
  • Partner with senior leaders and stakeholders to ensure alignment with Scottish Government priorities and agency objectives
Responsibilities

Governance Delivery

Effectively deliver the SPPA Corporate Governance Boards, ensuring board matters are effective, efficient, distinct and adhere to regulatory frameworks. This includes the Management Advisory Board and the Audit & Risk Committee.

Support the work of the SPPA Executive team by enhancing the practices and processes aligned with the boards. Engage senior colleagues across SPPA to ensure the Agency’s compliance, accountability, and efficiency.

Ensure SPPA complies with legal and regulatory obligations in respect of The Pensions Regulator, including reporting of breaches and tracking adherence to Code of Practice requirements, ensuring implementation and coordination of actions where necessary to address identified shortfalls.

Support SPPA Freedom of Information Requests, ensuring responses in a timely manner and in accordance with all Freedom of Information legislation.

Business Planning Delivery

Lead coordination of strategic planning outputs, including the Corporate Plan, Annual Business Plan, and divisional frameworks.

Facilitate cross‑agency engagement to ensure business planning activities are inclusive, forward‑looking, and responsive to emerging challenges and opportunities.

Working with the Strategy & Business Planning Manager, lead development of other strategic deliverables including options papers, Annual Report and Accounts and strategic workshops.

Coordinate performance tracking and KPI development to support reporting against strategic progress, working with MI and other teams to ensure meaningful insights.

Technical / Professional Skills
  • Delivery and decisions making at speed - Awareness.

Experience in business planning or corporate governance.

Working Pattern

Our standard hours are 35 hours per week. We offer a range of flexible and hybrid working options, with two days minimum working on site at SPPA. If you have specific questions about the role you are applying for, please contact us.
