Help Build a Fairer Newham

Newham is a vibrant inner-city borough in East London with excellent transport links. It is home to the Olympic Park, the Royal Docks and City Hall, and is one of the youngest and most diverse councils in the country with a mission to Build a Fairer Newham for all residents. We are looking for inspirational Finance Managers to support services in achieving this mission while transforming delivery across the Council.

We are seeking motivated individuals with experience supporting Adult and Health, Inclusive Economy & Housing, Financial Strategy and Capital Finance, Financial Control, who can lead their teams by example and help deliver meaningful change as part of the Medium-Term Financial Strategy. You will be the key contact for senior stakeholders and provide professional counsel to colleagues and partners, inspiring staff to deliver value for money and embed commercial practices.

As a senior manager in the Finance Team you will work to achieve the following Finance Service objectives: lead financial control to enable sustainability and provide professional counsel as a trusted advisor; empower and develop staff; champion value for money to underpin our medium-term financial strategy.

Responsibilities
  • Finance Manager - Adults & Health
  • Lead financial forecasting for Adult Social Care external placements.
  • Conduct complex financial modelling, options appraisal, and variance analysis.
  • Support transformation initiatives within Adult Social Care.
  • Deliver accurate and timely monthly financial reports for senior management and Members.
  • Complete statutory government financial returns.
  • Provide demographic and economic forecasts to support strategic planning.
  • Advise on financial matters related to trading companies and externalised services.
  • Analyse financial implications of alternative long-term care accommodation solutions.
  • Finance Manager - Inclusive Economy & Housing
  • Lead financial planning for major housing redevelopment and acquisition projects.
  • Manage relationships with housing-related companies and partnerships.
  • Conduct long-term financial and scenario modelling for housing schemes.
  • Present investment options across various purchase and lease models.
  • Oversee loan commitments and refinancing assumptions.
  • Provide financial input into Cabinet and decision-making reports.
  • Ensure new projects are reflected in the HRA business plan.
  • Contribute to governance boards and manage external professional advice.
  • Identify and promote external funding opportunities.
  • Lead a small team and collaborate across Inclusive Economy & Housing and wider finance teams.
  • Finance Manager - Financial Strategy (Revenue)
  • Lead a small team to develop the Council's Medium Term Financial Strategy and budget management regime.
  • Model growth, investments and savings for the medium-term strategy.
  • Forecast key income streams (Council Tax, Business Rates, Government Grants) and adapt to funding changes.
  • Support scenario modelling in response to policy and funding changes.
  • Coordinate the annual budget setting process and ensure alignment with Council priorities.
  • Coordinate Monthly Revenue Budget Monitoring (savings, reserves, corporate funding).
  • Provide evidence-based options for savings and investment; produce outturn position and support in closing of accounts.
  • Ensure consistent financial procedures, governance and internal controls, including corporate recharges and government returns.
  • Collaborate across finance to improve systems, budget monitoring, and reporting.
  • Lead a small team and drive professional development and continuous improvement.
  • Finance Manager - Financial Strategy (Capital & Treasury)
  • Lead a small team for development and maintenance of the capital programme and treasury strategy, driving development and improvement.
  • Manage year-end capital/treasury accounts including asset registers and valuations with external surveyors and application of IFRS 9 and the Prudential Code.
  • Oversee the capital/treasury audit process with auditors.
  • Coordinate monthly management reports on capital projects and liaise with finance partners and project managers.
  • Provide expert advice on capital/treasury matters including CIL, s106, grants, HRA, and commercial investments; review and model high-value, complex arrangements such as leases, applying IFRS 16 where needed.
  • Present reports and business case analysis at board level.
  • Ensure governance and internal controls; collaborate to improve systems and reporting; drive development.
  • Finance Manager - Financial Controls
  • Lead a small team for production of the annual statement of accounts and VAT advice service; drive development.
  • Oversee the production of the annual statement of accounts and liaise with auditors.
  • Provide expert guidance on the annual statement of accounts and lead VAT advice.
  • Ensure financial regulations are regularly reviewed and updated; maintain internal controls.
  • Collaborate across finance to improve systems, budget monitoring, and reporting; promote continuous improvement.

To be suitable for this role you need to be a leading finance professional with excellent communication skills and proven management experience, including driving through change to services and teams. A track record in stakeholder management and experience in either a Business Partnering function (Adults & Health or Inclusive Economy & Housing) or Financial Control, Strategy and Capital areas of Finance is essential.
