Overview

Finance Manager – £57,884.00 per annum. Full Time, Permanent. Bristol.

The Divisional Financial Management teams are looking for Finance Managers to provide financial advice and guidance to managers to improve business performance and support delivery of the corporate vision, priorities and values. The role involves delivering timely financial and management accounting services including budgeting, medium- and long-term financial planning, project support, forecasting, in-year financial reporting (including closure of the annual accounts) and control. You will be a key member of the finance management team, identifying, developing and supporting opportunities to transform the delivery of financial services across the council including debt management and governance. You will provide a consultative role in the strategic and operational development of wide-ranging services, drawing on your specialist expertise and providing clear management to ensure delivery of objectives.

All applicants will need to demonstrate an in-depth understanding of technical accounting in a Local Authority.

Responsibilities
  • Provide financial advice and guidance to managers to improve business performance and support delivery of the corporate vision, priorities and values.
  • Proactively manage and deliver timely financial and management accounting services including budgeting, planning, forecasting and in-year financial reporting.
  • Support the closure of the annual accounts and contribute to medium- and long-term financial planning.
  • Be an integral member of the finance management team, identifying and supporting opportunities to transform financial services, including debt management and governance.
  • Offer clear management and guidance to ensure successful delivery of agreed objectives.
Qualifications
  • CCAB (or equivalent) qualification with post-qualification experience and evidence of continuing professional development.
  • Experience of planning, motivating and controlling the work of a diverse team of finance staff handling complex accounting issues; ability to manage, motivate and hold team members to account.
  • Experience of ensuring resources are used to maximise service output and minimise risk.
  • Experience of resolving complex technical accountancy issues within an organisational environment.
  • Experience dealing with a range of stakeholders with varying levels of financial understanding; excellent verbal and written communication skills to establish effective working relationships.
  • Ability to work to tight deadlines resolving a range of complex issues.
  • Ability to extract salient points from complex issues with minimal detail.
  • Ability to work autonomously, using initiative, creativity and resourcefulness, with an understanding of wider implications.
  • Commitment to continuous service improvement for customers.
  • Good team player with the ability to build key networks both within and outside the organisation.
  • Understanding of equity, diversity and inclusion.
  • Working knowledge of business and teamworking applications (e.g., Microsoft 365 or equivalent) and willingness to learn new applications and technology as required.
