A prominent healthcare organization in Rhyl is seeking a skilled Estates Officer to oversee maintenance of engineering and building systems. This role includes managing technical teams, coordinating maintenance programs, and leading HR functions. Candidates are encouraged to apply, especially those who can speak Welsh. The post holder is responsible to the Senior Estates Officer for maintaining the Health Boards estate and assets effectively and efficiently in compliance with all statutory compliance and mandatory health related guidance e.g. Health Technical Memoranda (HTM), as far as they impact on the engineering and building systems within the estate.
The post holder will deputise for the Senior Estates Officer and participate in On-call systems as required.
The post holder is responsible for the direct management of Engineering and Building Estates Team Leaders, the directly employed trades workforce and contract labour within the designated location areas. The post holder will support the Senior Estates Officer in the strategic development of maintenance systems.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.
To manage Engineering and Building Supervisors and Trades, and delegate as appropriate maintenance and technical functions. To participate in the recruitment process as an interview panel member. To undertake HR functions including disciplinary and performance management controls.
To manage and prioritise delegated parts of the Engineering, Building and Grounds maintenance budget.
To contribute to the development and management of Engineering Services, Structures, Building fabric and Site/Grounds maintenance programmes throughout the Estate.
To co-ordinate and implement maintenance programmes for all services to properties, buildings and grounds in conjunction with the Senior Estates Officer and other Estates Officers.
To manage and provide a technical lead for the direct workforce and contractors, for the provision of maintenance and other works.
To advise and support the Senior Estates Officer, Estates Operations Manager, Chief Engineer and other departmental Senior Managers on maintenance matters appertaining to Estate engineering building services and fabric to technical and serviceable standards.
To project manage delegated long-term Backlog and Major Refurbishment programmes in line within identified Risk and Financial constraints.
