Full time, Permanent, 37 hours per week

An exciting opportunity has arisen at Blackburn with Darwen Borough Council for an Environmental Health Officer within our Housing Standards Team. You will join a pro‑active, forward‑thinking team dedicated to improving housing conditions in the rental sector and every day brings new challenges and the reward of making a real difference to residents' lives. As part of a large diverse multi‑disciplinary team leading on major housing and commercial projects, you will play a key role in ensuring homes across the borough are safe, compliant and sustainable.

Your focus will be to work as an important member of the team in tackling issues of disrepair and complaints in rented properties across the borough. Carrying out inspections of licensed and unlicensed properties ensuring that the Rented Sector is providing safe and sustainable accommodation.

What you'll do
  • Conduct inspections of licensed and unlicensed properties using the Housing Health and Safety Rating System (HHSRS).
  • Identify disrepair, non‑compliance and breaches of management standards.
  • Work collaboratively with landlords and residents to resolve issues and improve housing conditions.
  • Support enforcement action where necessary, including assisting in the preparation of cases for legal proceedings.
  • Liaise with key partners such as the Police, Fire and Rescue, Immigration, HMRC and others safeguard residents and uphold housing standards.
About you

You will bring proven expertise in private sector housing regulation and demonstrate the following:

  • Qualifications: Degree or Diploma in Environmental Health (or equivalent).
  • Experience: Minimum of 2 years post‑graduate experience as an EHO.
  • Professional membership: Corporate Member of the Chartered Institute of Environmental Health (CIEH).
  • Technical Competence: Certificate of Competency in applying the Housing Health and Safety Rating System.
  • Knowledge: Strong understanding of the Housing Act 2004, HHSRS and local authority enforcement powers relating to HMOs and private sector housing conditions.
  • Communication Skills: Experience of providing updates and briefing reports to senior officers and executive members.
  • Commitment dedicated to ensuring residents have access to safe, compliant and sustainable accommodation across the rented sector.
