Job description
Overview

The Deputy Business Manager is part of the DIO Accommodation Business Management Team (BMT). The Team operates within a fast paced and diverse environment and is responsible for the dissemination of external and internal communications, governance, and mandatory reporting.

Responsibilities
  • Focal point for training requests, responsible for managing the training budget and payment of annual membership subscriptions and attend the Learning Community of Practice meetings.
  • Provide support to recruiting line managers and candidates with recruitment and onboarding activities.
  • Administrative support for both the Business Management and Accommodation Team.
  • Monitoring and responding to emails, distributing messages and communications to staff as required.
  • Assist with ad-hoc activities as required in support of the Business Management Team.
  • Focal point and approver for training requests via the Learning App, assisting in the processing and payments of training invoices and annual membership subscriptions.
  • Attend the Learning Community of Practice meetings, sharing information and provide relevant information with wider Accommodation teams and raise awareness with the group on best practices.
  • Manage the training budget for the end of the financial year report, ensuring that courses and subscriptions have been agreed and paid within the current year where possible.
  • Ensure that the training budget is not overspent.
  • Provide guidance on how to request training, keeping guidance succinct and up-to-date.
  • Keep payments tracker up to date, working with Business Management Administrative Officer to make payments. Highlight any issues with senior stakeholders as soon as they arise.
  • Work with BMT to avoid accruals into the next Financial Year.
  • Monitor the training budget ensuring that each application is considered, and all approvals required are in place before payment is made.
  • Keep an excel spreadsheet detailing all requests made, paid and completed, updating when there is a change to the training requirement.
  • Offer advice by email or verbally when required with training and/or subscription payments.
  • Advise staff of courses that are available by sending relevant links to the internal Learning Framework sites.
Recruitment
  • Support recruitment within Accommodation providing support to recruiting line managers and candidates with recruitment and onboarding activities, liaising with stakeholders as necessary.
  • Support recruitment with interview room bookings, guard room bookings and escorting candidates.
  • Track recruitment using excel spreadsheets, communicate with Recruitment Line Managers, escalate any issues to the BMT.
  • Communicate effectively by email and/or verbally with recruitment agency when required.
  • Forward job description to recruitment agency, support recruiting manager and/or agency in arranging interviews.
Onboarding of New Starters
  • Provide support to recruiting line manager and candidates with recruitment and onboarding activities.
  • Communicate with recruitment line manager on the employment start date and provide any updates on the recruitment process.
  • Communicate with stakeholders to organise equipment and MOD accounts for new starters.
  • Work at pace to ensure all items are received and system access is set up for the employment start date.
  • Communicate clearly by providing updates on IT equipment to teams within Defence Infrastructure Organisation (DIO).
  • Responsible for keeping the new starter guidance documents up to date, making updates when policy/procedures change and communicating these changes to BMT.
  • Build and maintain effective communication and working relationships with teams across the DIO.
Monitor the Business Management Secretariat and Communications email Inboxes
  • Monitoring and responding to Multiuser (Business Management Secretariat and Communications) emails, distributing messages and communications to Accommodation staff, ensuring all correspondence are actioned promptly.
  • Responsible for using and updating the multiuser email desk instructions.
  • Forward business as usual (BAU) emails to the correct Point of Contacts (POC's), advising them to respond directly to the email.
  • Organise the inboxes, ensuring emails no longer needed are deleted and save emails required to SharePoint.
  • Communicate queries openly and promptly by using the Business Management Microsoft Team chat when any resolution is unknown.
Secretariat Duties
  • Provide Secretariat role for Accommodation meetings, when required.
  • Book rooms and share the meeting agenda with attendees.
  • Attend meetings and document accurate minutes and actions.
  • Cascade minutes promptly and accurately to attendees, ensuring appropriate confidentiality and sensitivity marking are implemented.
Ad Hoc Business Management Team Requests
  • Assisting with ad-hoc activities of the Business Support Manager and Business Management Team as required.
  • Report Business Continuity Plans, collating responses from requests sent to Accommodation teams within the DIO.

Benefits and Working Arrangements

Salary: £29,580 with £8,569 pension contribution (Civil Service Defined Benefit Pension). Benefits include learning and development, flexible working options, inclusive culture, and Civil Service pension with 28.97% employer contribution. This is a hybrid role; expect 60% of work time at your principal workplace (RAF Wyton, Huntingdon and DMS Whittington, Lichfield). You may be required to attend offices 2–3 days per month and travel expenses may be reimbursed. Relocation expenses are not offered.

External recruits new to the Civil Service will have a six-month probation. Travel expenses for interviews are not reimbursed. The department may review pay-related allowances.
