A local government council in Luton is seeking a Data and Systems Senior Technical Officer to lead the development of innovative business intelligence solutions and optimize data strategies. As a Data and Systems Senior Technical Officer at Luton Council, you will play a pivotal role in shaping the Council's data strategy and delivering high‑impact business intelligence solutions. You will be responsible for developing new reporting capabilities using tools such as Power BI, Qlik, and Business Objects, integrating data from various systems to support critical decision‑making across the organisation.
You will lead the design and implementation of data‑driven solutions that meet evolving business needs—translating complex requirements into scalable, sustainable systems. This includes developing and managing ETL processes, writing efficient SQL scripts, designing dimensional databases, and optimising the performance of existing solutions.
A key aspect of your role will be ensuring the quality, accuracy, and security of the Council's data. You'll lead initiatives to improve data quality, manage master data integrity, and support the re‑engineering of manual data flows into automated, reusable processes.
Working collaboratively with internal teams and third‑party IT suppliers, you'll ensure that all solutions align with Luton Council's data governance policies, meet statutory requirements, and support long‑term organisational goals. You'll also lead on converting legacy reports to modern MI solutions and building intuitive dashboards that offer valuable insights through accessible and reliable data.

You are an experienced and highly skilled data professional with a strong background in business intelligence, data integration, and systems development—ideally gained within a public or private sector organisation. You have hands‑on experience in developing BI reports, dashboards, and data visualisations using tools such as Power BI, QlikSense, SSRS, SSAS, and Excel, and are comfortable working with complex data architectures including data warehouses, data lakes, and master data management systems.
Your expertise in analysing, cleansing, and transforming data from multiple sources enables you to create high‑quality, reliable outputs that support business decisions. You bring a structured and analytical approach to problem‑solving, paired with strong organisational and time‑management skills.
You're confident in presenting technical and often complex information in a clear and accessible way to a wide range of stakeholders—including senior leaders and non‑technical colleagues. You're collaborative by nature, able to build effective relationships, lead project teams, and support cross‑functional working to deliver shared goals.
In addition to your technical capability, you demonstrate a solid understanding of data‑protection legislation, including the Data Protection Act 2018, and are committed to promoting equality, accessibility, and inclusive service delivery through data‑driven insights.
You hold a degree or equivalent professional qualification, or can demonstrate substantial relevant experience and training. You are also flexible and mobile-able to attend meetings and work outside of standard hours as required, including travel to locations within and beyond the Borough.
