Contaminated Land Officer

Contract: Temporary, Full-Time (Initial 12‑week contract) Rate: £45 - £50 per hour (umbrella, dependent on experience) Location: Hybrid (East Midlands) Hours: 37 hours per week Start Date: ASAP

An East Midlands Local Authority is seeking an experienced and motivated Contaminated Land Officer to join their Environmental Protection team on an interim basis.

This is an excellent opportunity for an Environmental Health or Environmental Protection professional with strong experience in contaminated land, planning consultations, and regulatory enforcement to support the delivery of a key statutory service.

The Role

You’ll act as the lead officer for contaminated land workstreams, supporting the effective delivery of the Council’s Contaminated Land Strategy while ensuring that land quality issues are identified, assessed, and appropriately managed.

Working within a collaborative and supportive Environmental Protection team, you’ll handle a varied caseload – from reviewing planning applications to conducting detailed investigations into potentially contaminated land.

Key Responsibilities
  • Carry out inspections, assessments and complex investigations into potentially contaminated land
  • Lead on implementing, reviewing and developing the Contaminated Land Strategy
  • Prepare and serve statutory notices; support legal proceedings where required
  • Review planning and building control applications, providing specialist technical advice
  • Undertake site visits, surveys, sampling and monitoring, interpreting environmental data to inform decisions
  • Maintain accurate records, statutory registers and GIS datasets
  • Produce detailed technical reports and risk assessments
  • Work collaboratively with internal services, external organisations and partner agencies
  • Provide guidance and support to less experienced colleagues within the team
Essential Requirements
  • Strong working knowledge of contaminated land legislation and statutory guidance
  • Demonstrable experience in contaminated land investigation or environmental protection work
  • Confidence preparing and serving enforcement notices and managing regulatory casework
  • Ability to interpret environmental data, risk assessments and technical reports
  • Excellent verbal, written and customer communication skills
  • Strong organisational skills with the ability to manage a varied caseload independently
  • Competent IT skills, including use of ArcGIS and Microsoft Office applications
Desirable
  • Degree in Environmental Science or a related discipline (or equivalent experience)
  • Previous Local Authority experience in Environmental Protection or Planning
  • Experience working with GIS mapping systems and ArcGIS databases
