Overview

Serco has been awarded a major contract by the Ministry of Justice (MoJ) to deliver Electronic Monitoring Services across England, Scotland, and Wales. This initiative supports offender monitoring and aims to enhance public safety by integrating a data-driven, technology-led approach. The services include managing the installation, removal, and monitoring of electronic devices.

As a Communications and Engagement Manager in our Electronic Monitoring Services (EMS) team, you will lead the development and delivery of internal and external communications strategies that truly make a difference. From shaping compelling stories to engaging key stakeholders, your work will strengthen our culture, support change, and drive engagement across the contract.

Responsibilities
  • Develop and deliver internal and external communications strategies that support the EMS contract's transformation journey
  • Build strong relationships with internal and external stakeholders, acting as a trusted advisor and communications expert
  • Create compelling content that makes complex ideas easy to understand and drives engagement with employees, service users, and the public
  • Collaborate with workstream leads to ensure messaging aligns with HR and business change plans
  • Track and measure the effectiveness of communications using a variety of tools such as feedback forums, pulse surveys, and analytics
  • Support the planning and delivery of internal events and engagement initiatives
  • Success will be measured by feedback received from key stakeholders as per Collaboration agreement and Achievement of relevant defined contract performance standards & collaboration activities
Qualifications
  • Demonstrable experience in communications, content writing, or change communications
  • A strong understanding of internal and external communication techniques, with the ability to influence behaviour and support cultural change
  • Experience managing multiple projects and working with a wide range of stakeholders in complex organisations
  • Excellent written and verbal communication skills, with a flair for storytelling and design
  • Proven ability to manage sensitive information, evaluate communication strategies, and deliver practical solutions under pressure
