Role overview

This role leads the programme management of SPD & SPM's RIIO-ED3 Business Plan Data Templates (BPDTs), ensuring accurate, timely, and compliant submissions aligned with Ofgem's guidance. The role is responsible for driving effective engagement and communication across all levels of the organisation on cost requirements, while coordinating internal stakeholders throughout the post-submission Q&A and cost assessment process.

The role requires deep knowledge of the UK regulatory framework, with a focus on identifying value‑enhancing opportunities, minimising regulatory risk, and influencing Ofgem's cost assessment approach.

What you’ll be doing

Lead the coordination and delivery of ED3 Business Plan Data Tables (BPDT) for Ofgem submissions. Manage over 50 subject matter experts to produce 100 tables and 5M data points within strict deadlines. Ensure compliance with Ofgem's RIGs and DAG, mitigating regulatory risk and securing verified submissions for draft and final stages.

Represent SPEN at industry working groups, influence outcomes, and provide analysis on Totex positions and material changes. Work closely with Licence & Revenue teams to deliver accurate figures for revenue models and support ED3 negotiations.

Manage a team through peak workloads, set clear responsibilities, and implement controls to ensure timely delivery. Develop internal views, summary reports, and presentations for stakeholders. Communicate effectively at all levels and respond to requests from Ofgem and the wider business.

What you’ll bring
  • Strong analytical skills, with experience within a business reporting, planning or project management function preferable
  • Expert user of MS Office suite, specifically in Ms Powerpoint, MS Excel, with MS Access experience preferable
  • Able to understand the strategic objectives of Energy Networks to effectively manage the price control costs reporting team.
  • Management experience working in a regulatory environment, with experience of managing and influencing external and internal stakeholders
  • Able to provide the team with a clear sense of purpose and direction, stimulating a productive team climate where members participate and feel involved.
  • Ability to coach and mentor for the ongoing development of direct reports to improve skills and performance/achievements.
  • Ability to implement change successfully in a complex business.
  • Strong linkage with NP&R to ensure responsibility and future requirements are met.
  • Highly developed communication skills with the ability to influence
  • Degree qualified in accounting, mathematics, engineering, or similar business experience / qualification.
  • Required to be flexible with regard to work location and willing to travel
