Responsibilities
  • Stakeholder management: Identify, classify, and update the stakeholder engagement plan. Lead programme stakeholder engagement activities. Act as point of contact for senior stakeholders.
  • Leadership and delivery: Provide visible and effective leadership, lead the business change management activities. Work with the programme manager and project managers to deliver the business case benefits and outcomes. Develop clear vision and standards and champion the use of best practice business change management standards, tools and processes. Build strong networks both internally and externally. Actively listen to, assess and understand the impact on stakeholders to improve the likelihood of their adoption of the change.
  • Business case: Lead on the change management elements of the business case.
  • Change products: Lead the creation of the required Business Change products for the programme. Lead on engagement with key contacts. Ensure products are used appropriately by the programme and stakeholders to embed the change. Explore interoperability models across other industries and use that learning to improve approaches to change delivery.
  • Change planning: Establish and maintain the change plan for the programme and provide input into the overall Programme Plan.
  • Business readiness: Identify, qualify, and update the business readiness criteria before implementation. Report on the tracking of these to 'approve/refuse' go‑live to the Project Managers.
  • Benefits realisation: Work in partnership with the Benefits Manager and stakeholders to plan benefits realisation as part of all Business Change activities.
  • Change communication: Lead on Business Change messaging, working closely with the Communications team. Provides content for communications relating to Business Change across the programme.
  • Guidance and support: Provide direction and guidance to the team, and support development of others.

Collaborating across government departments will be key to the success of the programme and so the successful candidate will need to have strong stakeholder management and communication skills.

Role Overview

The successful candidate will be responsible for Business Change Management activities for the cross‑government Interoperability programme, enabling and supporting Civil Servants to work across departments when needed. Interoperability is about people, but it depends on platforms of standardised property technology, policies and processes to ensure security and compliance and new ways of working to ensure that together, we run a more effective, efficient and sustainable Civil Service office estate. Work has progressed in areas of interoperability, such as the ongoing roll‑out of Property Technology such as GovPass, GovPrint and GovWifi and addressing how government campuses will work together. The Interoperability Programme brings all these pieces together under one coordinated programme with a shared vision and direction.
