Assistant Property Manager

CPL have partnered with Northern Ireland Civil Service (NICS) to recruit for an Assistant Property Manager (SO Grade) to join their team on a temporary contract, with possibility of extension.

Pay Rate - £19.59 per/hr

Location – Maze Long Kesh development Corporation

Benefits – 37 days holiday

Hours – 37 hours per week

Due to an increase in workload for the Property Management and Development Team, we aim to secure a temporary resource to support the activities of the current Development Officer / Estate Manager. This post will involve a range of property management related duties, all of which are to assist the Maze Long Kesh Development / Property Manager. The duties are related to the property management of a mixed use circa 350-acre development site with multiple occupiers and a range of listed and scheduled heritage assets.

Responsibilities
  • Regular inspections of assets at the Maze Long Kesh site for purposes of reporting and acting on repair, maintenance and statutory obligations.
  • Organising and administering site maintenance on a reactive, planned and preventative basis using established procedures and in co-ordination with professional colleagues from DoF Construction & Procurement Delivery and their nominated contractors.
  • Management and Administration of landscaping maintenance and security contracts with existing suppliers.
  • Co-ordination of delivery of physical security measures and security related resource issues.
  • Delivery of working protocol for cyclical maintenance with Construction and Procurement Delivery Teams.
  • Updating asbestos inspection plans and co-coordinating out workings.
  • Support delivery of actions emerging from site wide Health and Safety surveys and supporting the work of MLK Health & Safety & Security Forum.
  • Liaison with site occupiers and stakeholders.
  • Support to Development Team by minute taking and related administrative and record keeping duties, including liaison with MLKDC finance colleagues.

Note: that there could be other property management related tasks which will be issued by the Maze Long Kesh Development / Property Manager or Director of Development.

Essential Experience/Qualifications
  • A good working knowledge of property related Health and Safety legislation.
  • A good working knowledge of Reactive, Planned and Preventative maintenance programmes and administration of these programmes.
  • Management of service providers for example security, maintenance contractors
  • A good working knowledge of evaluating, budgeting and administration of maintenance charges for mixed use property estate.
  • Good written and oral communication skills
  • A good working knowledge of Microsoft Office and Microsoft Excel or equivalent.
  • Ability to work both individually and within a team environment.
Desired Experience/Qualifications
  • A working knowledge of Microsoft programmes including Microsoft Excell.
  • Experience of management of heritage assets with Listed Building / Scheduled Monument designation.
  • Experience in managing assets in context of Asbestos related Legislation.
  • Experience of public sector procurement processes and accountability for public money.
  • Experience of coordinating and managing public events.
  • Experience of leadership and stakeholder engagement, and team working.
