This role is based in the Ministry of Defence and supports the Army within Headquarters, Joint Military Command (JMC) Centre. The organisation employs a large Civil Service workforce and operates across multiple locations supporting a wide range of duties.

This role is currently being reviewed under the Firm Base Transformation Programme, which will create an effective, affordable organisation to deliver Firm Base outputs. The post is advertised at 37 hours per week.

Role

The Deputy Team Leader Security supports and assists the Team Leader Security with the provision of Security Direction and Guidance (D&G) to all Regular, Reserve and Cadet Force Units within the Area of Responsibility (AoR). Primary focus is on Firm Base responsibilities, particularly in relation to protective and personal security of sites and personnel (Military & Civilian) and Information Security.

Main Responsibilities
  • Develop an understanding of local threat pictures within JMC AoR through maintaining networks with Local Police.
  • Work in accordance with security policy.
  • Provide Subject Matter Expert (SME) Direction & Guidance (D&G) to JMC Centre Commanders and all Unit Commanders within JMC AoR on all aspects of security.
  • Assist and lead when required on the implementation of security projects as they arise or develop on behalf of JMC Centre.
  • Assist and lead when required on all matters relating to Security Risk Management (SRM), including the provision of SRM D&G to Units within JMC Centre AoR.
  • Understand the ARMS2 reporting system and, when required, provide D&G to Units on effectively using this system to achieve required security outputs.
  • Support the interrogation of ARMS2 data to identify any areas of concern and raise to Higher Executive Officer (HEO) Security when necessary.
  • Produce annual and quarterly reports required by our Chain of Command or higher organisations, including ESSA (Establishment Security Self-Assessment) form.
  • Lead on verbal and written briefs on matters to do with security incidents within JMC Centre AoR.
  • Provide support with Army WARP investigations in a timely manner.
  • Assist the Team Leader Security with meeting all required security outputs.
  • Maintain oversight of security training and education requirements across JMC Centre AoR.
  • Support the organisation of JMC’s Centre Security Risk Management Boards (SRMBs).
  • To support and deputise for the Team Leader Security with any future or live ongoing UK Ops that may affect the Security AoR within JMC Centre AoR.
  • Deliver Personnel Records Vetting Officer outputs with the support of the Administrative Officer (AO) Security Clerk and line management responsibility of the AO Security Clerk.
Mandatory Training
  • Defence Establishment Security Officer (DESyO) – 5 day course in Fareham (travel and expenses covered).
  • Personnel Vetting Records Officer (PVRO).

Requirements and Skills
  • Have experience in the implementation and delivery of security policy and guidance in line with policy.
  • Strong communication skills and the ability to act on your own initiative confidently.
  • Computer literate with MS Office (Word, Excel, OneNote, Teams, Outlook, SharePoint).
  • Ability to exercise good judgement and provide evidence-based, timely, practical advice and direction.
  • Ability to prioritise and manage expectations accordingly.
Desirable Skills
  • Previous experience in the security management environment.
  • Line management experience would be advantageous.
