JOB TITLE: Property Manager (Commerical) – Senior Surveyor
EVALUATION REFERENCE: WAWB 7646
GRADE: Grade 10
RESPONSIBLE TO: Senior Property Manager
Job Purpose
To manage the commercial estate ensuring rent and service charges are collected on time, properties are kept in repair and ensure tenants are complying with their lease terms.
Principal Responsibilities
- Service charge management – particularly around the preparation and maintenance of apportionment schedules and accuracy checks
- Ensure rent collection is in line with KPIs and hold regular debt meetings
- Review and manage tenant applications and prepare ODNs within the required timescales and instructing solicitors, as necessary
- Be responsible for and manage a portfolio of land and property holdings and implement general tenant management functions including lettings; assignments; sub-lettings; changes of use; alteration of property; schedules of condition / dilapidations; surrenders; monitoring and reporting of property defects
- Responsible for provision of accurate insurance data to the Council Insurance team
- Responsible for EPC data management and strategy across the estate
- Monitor and mentor the work of more junior grade Estates Surveyors and Estates Assistant staff as appropriate
- Review and challenge asset performance and contribute to the identification of opportunities to improve asset performance, including planned maintenance and investment requirements, and undertake property option appraisals to inform timely and effective decision making
- Responsible for ensuring that all insurance premiums are recharged to tenants
- To issue instructions to Legal, Finance, and Income services (and others, e.g. consultants) in regard to agreed transactions and debt recovery
- Undertake other duties commensurate with the grade and as may from time to time be requested by senior managers

Notwithstanding the detail in this job description, the job holder will undertake such work as may be determined by the Manager from time to time, up to or at a level consistent with the Principal Responsibilities of the job.
This role is a Hybrid Flexible Worker and this means that staff utilise flexible and mobile working depending on working patterns and business requirements and may work at contractual work base, other council locations, partner buildings, at home or some other suitable location. Many services and customers span across the Borough and therefore you may be required to work at any location in Cheshire West and Chester.

Qualifications
- Degree and a Member of the RICS (Essential)
Experience
- Good level of experience in Property Management. (Essential)
- Working successfully with internal and external stakeholders in developing and delivery of services. (Essential)
- Evidence of successfully delivering complex projects. (Essential)
- Demonstrate experience at managing complex property estates and portfolios ensuring compliance with Health and Safety, Rent collections, service charge management. (Essential)
- Experience in financial reporting. (Desirable)
Job Related Knowledge
- Service Charges, Rent collection procedures, Assignments, repairs notices, Property Law, RICS Guidance (Essential)
- Up to date knowledge of RICS guidance, CIPFA Guidance, legislation, best practice, national and local standards, techniques and technical procedures in relation to the work area of the unit. (Essential)
Skills and Aptitudes
- Constantly updating knowledge of legislation relating to property management (Essential)
- Use knowledge of law relating to property management in order to make recommendations to senior property manager (Essential)
- Able to build and maintain tenant and customer relationships (Essential)
- Understand the principles of lease structure and be able to read a lease (Essential)
- Be able to apply legal principles of tenant applications for consent and process to be followed (Essential)
- Apply the principles of service charge management to ensure compliance with all regulatory and procedural requirements (Essential)
- Understand VAT, banking and credit control methods (Essential)
- Understand and apply all CWAC procedures relating to work activities (Essential)
- Able to use IT software such as Word, Excel, and databases (Essential)
- Able to contribute to team and department’s business plan (Essential)
- Able to delegate, supervise and develop junior team members (Essential)
- Able to work as part of a team, supporting other team members and recognising the work of others (Essential)
- Build and maintain relationships with other parts of the wider CWAC team (Essential)
